Joint U.S., DRC, and Rwanda Efforts Yield Breakthrough in Peace Talks

Technical teams from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda initialized the text of a long-awaited peace agreement on June 18, 2025, in Washington, D.C. The move marks a significant milestone in efforts to resolve ongoing tensions between the two countries.

The agreement, which is expected to be signed by ministers from both nations on June 27, 2025, has been years in the making. Building on a Declaration of Principles signed in April 2025, the text includes provisions on respect for territorial integrity, disarmament, and integration of non-state armed groups. The agreement also establishes a Joint Security Coordination Mechanism, facilitates the return of refugees and internally displaced persons, and promotes regional economic integration.

The United States has been working closely with both countries to facilitate dialogue and peace in the region. The State of Qatar has also been an important partner in these efforts, with its participation helping ensure complementarity and alignment between both countries' initiatives.

Both the DRC and Rwanda have expressed their appreciation for the valuable contributions and joint efforts of the United States and Qatar as partners in advancing a peaceful resolution. The U.S. Secretary of State will witness the Ministerial signing of the Peace Agreement on June 27, 2025.

A subsequent Summit of the Heads of State is planned for Washington, D.C., where further progress will be made to advance peace, stability, and economic prosperity in the Great Lakes region.
