The U.S. Department of State is pleased to announce the release of the 2023 Digest of United States Practice in International Law, which covers developments in international law throughout calendar year 2023. Edited by the Office of the Legal Adviser, the Digest provides the public with an official record of the U.S. Government’s views and practices in both public and private international law.
The official edition of the 2023 Digest is now available exclusively on the Department of State’s website. Past editions of the Digest, covering the years 1989 through 2022, are also accessible online.
The Digest has its origins in a treatise published in 1877 by John Cadwalader and was later expanded into multi-volume encyclopedias on various areas of international law. The Digest gained its colloquial name, “Whiteman’s,” after Marjorie Whiteman, its editor from 1963 to 1971. Since 1973, the Office of the Legal Adviser has published the Digest annually, focusing on the developments of the preceding year. Although publication was temporarily suspended after 1988, it resumed in 2000, and annual editions have been published ever since.
