Minister of State for External Affairs Visits Philippines, Palau, FSM, and Guam, Strengthening Bilateral Ties in Indo-Pacific

Shri Pabitra Margherita, Minister of State for External Affairs (MoS), concluded a productive visit to the Philippines, Palau, the Federated States of Micronesia (FSM), and the U.S. territory of Guam from January 14-21, 2025. This tour marked a significant step in advancing India’s Act East Policy and deepening its Indo-Pacific partnerships.

Strengthening India-Philippines Ties

The visit began in the Philippines on January 14, where MoS Margherita paid tribute to Mahatma Gandhi at his bust in Manila. He held discussions with the Philippine Secretary of Foreign Affairs, H.E. Mr. Enrique A. Manalo, and called on President Ferdinand Romualdez Marcos Jr. The meetings focused on reviewing bilateral relations and exploring areas for enhanced cooperation. The visit also marked the 75th anniversary of India-Philippines diplomatic relations, a key milestone in their shared history. MoS Margherita also engaged with the Indian diaspora, emphasizing their role in fostering ties between the two nations.

Historic Engagements in Palau

At the invitation of the Palauan government, MoS Margherita attended the inauguration of President Surangel Whipps Jr., Vice President Raynold Oilouch, and the 12th Constitutional Government of Palau on January 16. In a symbolic gesture of development cooperation, he handed over 12 rainwater harvesting tanks to the Governor of Peleliu Island. This marked the first-ever visit by an Indian Minister of State to Palau, signaling India’s commitment to the Pacific Island nations. Discussions with President Whipps Jr. focused on strengthening bilateral cooperation, particularly in development.

On the sidelines of the inauguration, MoS Margherita met regional leaders, including Papua New Guinea Prime Minister H.E. Mr. James Marape, Japan’s Foreign Minister H.E. Mr. Takeshi Iwaya, and RMI’s Foreign and Trade Minister H.E. Mr. Kalani Kaneko.

Deepening Relations with FSM

In the Federated States of Micronesia, MoS Margherita held extensive discussions with Foreign Affairs Secretary H.E. Mr. Lorin S. Robert and President H.E. Mr. Wesley W. Simina. The talks, attended by Vice President H.E. Mr. Aren B. Palik and key cabinet members, focused on enhancing bilateral ties and expanding development cooperation. This marked the first ministerial visit from India to FSM, underlining India’s growing engagement with Pacific nations.

Community Outreach in Guam

During a brief stopover in Guam on January 21, MoS Margherita met with representatives of the Indian community. The meeting was graced by H.E. Mrs. Lou Leon Guerrero, Governor of Guam, showcasing India’s vibrant diaspora and its role in fostering goodwill.

Advancing Indo-Pacific Vision

The visit, covering key countries in Southeast Asia and the Pacific, underscored India’s commitment to its Act East Policy and the broader Indo-Pacific framework. It reinforced India’s partnerships with nations in the region and highlighted areas for collaboration in development, cultural ties, and regional stability.
