Mar 29, 2025 – In a significant display of diplomatic solidarity, Brazilian President Luiz Inácio Lula da Silva undertook a State Visit to Viet Nam from March 27 to 29, marking a crucial milestone in the bilateral relations between the two nations. The visit was warmly welcomed by President of the Socialist Republic of Viet Nam, His Excellency Luong Cuong, and saw the signing of several key agreements aimed at strengthening economic, scientific, and security cooperation.
The State Visit aimed to enhance the "Joint Statement between Brazil and Viet Nam on Elevating Bilateral Relations to Strategic Partnership," issued in November 2024. The partnership embodies 35 years of friendly diplomatic relations and is characterized by a shared commitment to peace, respect for international law, and cooperative development.
During his visit, President Lula da Silva met with key leaders, including Secretary General Tô Lâm, Prime Minister Pham Minh Chinh, and National Assembly President Tran Thanh Man. The leaders engaged in comprehensive discussions on regional and global affairs of mutual interest, exploring ways to effectively implement the Viet Nam-Brazil Strategic Partnership.
President Lula da Silva commended Viet Nam for its remarkable social and economic achievements under the Doi Moi policy, recognizing the nation's growing presence in international affairs. In return, President Luong Cuong congratulated Brazil on its progress in promoting sustainable development while prioritizing social inclusion and contributing to regional and global peace.
The leaders agreed to pursue bilateral trade goal of USD 15 billion by 2030, diversify trade exchanges between Brazil and Viet Nam, and enhance cooperation in civilian and military aircraft industry. They also welcomed the opportunities for science, technology, and innovation collaboration, recognizing the potential for advancing sustainable development and improving quality of life.
President Lula da Silva announced Brazil's recognition of Vietnam's market economy status, underscoring the importance of expanding economic ties between the two nations. He reiterated Brazil's commitment to multilateralism, full respect for the UN Charter, international law, and States' independence, sovereignty, and territorial integrity.
The leaders also stressed the urgency of reforming global governance institutions to promote greater participation of developing countries in decision-making bodies. They voiced their support for a comprehensive review of the UN Charter and expanding the representation on the United Nations Security Council from underrepresented regions.
Climate change was another pressing issue discussed during the visit, with both sides emphasizing the need for progress toward sustainable development, enhanced climate action, and mobilization of humanity's resources to tackle structural inequalities. They reaffirmed their commitment to the UN Framework Convention on Climate Change and cooperation in achieving the goals of the Paris Agreement.
The visit concluded with a warm reception from President Luong Cuong and other high-level leaders of Viet Nam, who extended an invitation for Brazilian officials to visit Vietnam at mutually convenient dates.
