U.S.-Singapore Civil Nuclear Cooperation Agreement Enters into Force

Today, the Agreement for Cooperation Concerning Peaceful Uses of Nuclear Energy (“123 Agreement”) between the United States and Singapore officially entered into force. This agreement deepens nuclear cooperation between the two nations, ensuring compliance with the highest international standards of safety, security, and nonproliferation. It builds upon the already strong bilateral partnership between the U.S. and Singapore.

The cooperation will open new opportunities for exploring advanced clean energy solutions, bolster regional security and safety, and enhance existing collaborations on clean energy, climate change, and energy security. It further strengthens the U.S.-Singapore relationship, expanding beyond defense, security, economic, and people-to-people ties.

Through this 123 Agreement and related initiatives, such as the Foundational Infrastructure for the Responsible Use of Small Modular Reactor Technology (FIRST) program, the U.S. and Singapore aim to advance civil nuclear cooperation. This collaboration will help both nations better understand how advanced nuclear technologies, including small modular reactors that meet the highest security and nonproliferation standards, can support climate goals while addressing energy needs. The agreement also supports Singapore’s efforts to assess advanced nuclear energy technologies for potential future use.
