U.S.-Armenia Strengthen Ties Through Strategic Partnership Agreement

In a significant step toward strengthening bilateral relations, U.S. Secretary of State Antony J. Blinken and Armenian Foreign Minister Ararat Mirzoyan participated in a historic signing ceremony for the U.S.-Armenia Strategic Partnership Commission Charter at the U.S. Department of State. This landmark agreement marks a new chapter in the growing cooperation between the two nations, focusing on areas such as economic development, security, defense, democracy, and the promotion of people-to-people exchanges.

Secretary Blinken, in his remarks, emphasized the importance of the partnership, noting that it reflects shared interests in bolstering mutual security, fostering democratic values, and enhancing economic ties. “This commission provides a framework to expand our cooperation in key areas: economic matters, security and defense, democracy, justice, inclusion, and people-to-people exchanges. Each of these is a shared interest that forms the foundation of our relationship and our partnership,” said Blinken.

One of the most significant developments outlined during the ceremony is the upcoming negotiations on the U.S.-Armenia 123 Agreement, which would enable peaceful nuclear cooperation. This agreement, once finalized, would symbolize both countries’ commitment to nuclear nonproliferation and create new opportunities for collaboration in energy, science, and technology.

The United States and Armenia have also deepened their collaboration on security and defense matters. Secretary Blinken highlighted efforts to enhance Armenia’s peacekeeping capabilities through bilateral training exercises like Eagle Partner and other initiatives aimed at strengthening border security. Furthermore, Armenia’s forthcoming participation in the Global Coalition to Defeat ISIS was warmly welcomed by Blinken, marking Armenia’s commitment to global security and counterterrorism efforts.

Foreign Minister Mirzoyan, in his address, underscored the importance of this partnership, noting the “remarkable growth” in U.S.-Armenia relations in recent years. He emphasized that the strategic partnership would serve as a robust framework for cooperation across multiple sectors, including energy, defense, democratic reforms, and innovation in high technologies. He also thanked Secretary Blinken and the U.S. government for their ongoing support of Armenia’s independence and sovereignty.

“We deeply value the unwavering United States support for Armenia’s independence, sovereignty, and territorial integrity,” Mirzoyan said, adding that the agreement would promote Armenia’s economic resilience and strengthen its democratic institutions. He also reiterated Armenia’s commitment to the peace agenda for the South Caucasus, stressing the importance of a stable and prosperous region.

As part of the agreement, Armenia is committed to a nuclear cooperation framework that emphasizes safety, security, and non-proliferation. This agreement will align Armenia’s peaceful nuclear development with international standards and further enhance the country’s standing in global non-proliferation efforts.

Looking forward, both leaders expressed optimism about the future of U.S.-Armenia relations. “Let this charter serve as a testament to the deepening strategic relations between Armenia and the United States, and as a road map for a future filled with shared achievements,” Mirzoyan concluded.

The ceremony concluded with the official signing of the charter, which will provide the foundation for continued cooperation between the two nations, benefiting not only the U.S. and Armenia but also contributing to the broader stability and prosperity of the South Caucasus and beyond.
