U.S. and Taiwan Strengthen Collaboration on International Participation

Representatives from the American Institute in Taiwan (AIT) and the Taipei Economic and Cultural Representative Office (TECRO) convened with officials from the U.S. Department of State and Taiwan’s Ministry of Foreign Affairs on January 8, 2025, in Washington, D.C., to advance Taiwan’s participation in global organizations.

The working group discussions centered on strategies for expanding Taiwan’s meaningful involvement in the United Nations system and other key international bodies. A focal point of the talks included Taiwan’s potential participation in the World Health Assembly (WHA), the International Civil Aviation Organization (ICAO), and various regional and multilateral forums that operate outside the UN framework.

Emphasis on Public Health, Aviation Safety, and Global Cooperation

The dialogue highlighted global challenges where Taiwan has demonstrated significant expertise, including public health, aviation safety, environmental protection, and combating transnational crime. U.S. officials commended Taiwan’s contributions in these fields, particularly emphasizing its capabilities in pandemic response, aviation security protocols, and environmental sustainability efforts.

Both sides reaffirmed the importance of international cooperation, stressing that Taiwan’s exclusion from forums like the WHA and ICAO undermines global efforts to tackle public health emergencies and ensure aviation safety.

Commitment to Inclusion Amid Diplomatic Pressures

The U.S. reiterated its commitment to supporting Taiwan’s meaningful participation in international organizations despite ongoing diplomatic pressures, often led by Beijing, to marginalize Taiwan on the global stage. The United States emphasized that Taiwan’s involvement is vital for addressing global issues effectively and ensuring that international forums remain inclusive and representative of all capable partners.

This stance is consistent with the U.S. one China policy, which is guided by the Taiwan Relations Act, the three U.S.-China Joint Communiques, and the Six Assurances. Washington reaffirmed that its support for Taiwan’s global participation aligns with these principles while promoting constructive engagement in the international community.

The working group concluded with a shared commitment to continue collaborating with like-minded nations that recognize the importance of Taiwan’s inclusion in global affairs.
