The United States has announced its support for Rosa María Payá, an internationally respected democracy advocate and human rights leader, as she seeks to join the Inter-American Commission on Human Rights (IACHR). Payá will be a candidate in elections scheduled for June 27 during the Organization of American States' (OAS) 2025 General Assembly in Antigua and Barbuda.
Rosa María Payá is renowned for her efforts to promote freedom, human rights, and democratic governance across the Western Hemisphere. As Executive Director of the Foundation for Pan-American Democracy, she engages with policymakers to advance regional security, human rights, and democratic stability. Her work as the founder of Cuba Decide has united Cuban civil society, activists, and opposition groups in demanding political change through a binding plebiscite.
Payá's commitment to democracy and human rights is rooted in her family legacy. The daughter of late Oswaldo Payá, Sakharov Prize laureate assassinated by the Cuban regime, Rosa María has continued his pro-freedom legacy with unparalleled determination. Her accolades include the Morris Abram Human Rights Award (2019) and Common-Sense Society Courage Award (2022).
The IACHR plays a critical role in monitoring and supporting OAS member state adherence to human rights commitments and obligations. The Commission's seven Commissioners, recognized human rights experts elected in their personal capacity, have been instrumental in promoting the promotion of human rights and fundamental freedoms.
The United States is pleased to support Payá's candidacy and reiterates its commitment to continuing support for the IACHR's work and independence. Preserving the Commission's autonomy is a pillar of U.S. foreign policy in the region, as it embodies the core values of democracy, human rights, and fundamental freedoms.
The U.S. Bureau of International Organization Affairs and the Bureau of Western Hemisphere Affairs will provide continued support to Payá throughout her campaign.
