Enduring Repression: A Five-Year Assessment of Belarus’s Human Rights Crisis

The ongoing situation in Belarus represents a sustained and systemic violation of human rights, demonstrating a chilling disregard for international norms and obligations. Five years following the 2020 presidential election, the situation continues to demand unwavering scrutiny and decisive action. The steadfast commitment of the Informal Group of Friends of Democratic Belarus – encompassing nations including Belgium, the UK, Canada, and a growing coalition of European and global partners – underscores the severity of the crisis and the need for sustained pressure on the Lukashenko regime.

The initial response to the disputed 2020 election triggered a brutal crackdown. Within the first six days, over 13,500 individuals were arrested, according to the UN High Commissioner for Human Rights. This escalated into a multi-year campaign targeting civil society, independent media, and any form of political dissent. The Belarusian authorities leveraged “anti-extremism” and “anti-terrorism” laws to suppress fundamental rights to freedom of expression, peaceful assembly, and association – a tactic increasingly employed globally to stifle dissent.

Data compiled by the Human Rights Center Viasna paints a stark picture. As of today, over 1,100 individuals remain detained for political reasons, many subjected to torture and denial of medical care. The organization’s records detail at least 8,519 politically motivated criminal prosecutions since 2020, alongside a documented 100,000 cases of repression. This legal apparatus serves not as a justice system, but as a tool of political control.

International Observers and Persistent Failures

The OSCE Moscow Mechanism, consistently highlighting Belarus’s failure to uphold its human rights obligations and OSCE commitments, remains a critical indicator. The 2023 report, alongside subsequent UN reports, corroborates the systemic violations and the regime’s refusal to invite OSCE/ODIHR election observers in a timely manner, effectively shielding itself from international oversight. The government’s demonstrable lack of accountability fuels the ongoing crisis.

Belarus’s Role in Regional Instability

Beyond the immediate human rights situation, Belarus’s support for Russia’s war of aggression against Ukraine and the strategic deployment of illegal migration flows represent significant destabilizing factors. This action further underscores the regime’s prioritization of geopolitical advantage over the wellbeing of its own citizens and the broader security environment. The utilization of human beings as pawns in a larger conflict is a grave breach of international law and basic human decency.

A Cycle of Arrests and Release

While the release of approximately 500 political prisoners since July 2024 represents a positive, albeit limited, step, the reality is that this has been a recurring pattern. The release of individuals is often followed by further arrests, creating a cyclical process of detention and conditional freedom. This indicates a strategy of attrition—aiming to wear down the opposition and maintain a climate of fear.

The Human Cost

Tragically, the repercussions of this repression extend beyond imprisonment. At least nine political prisoners have already died in custody, most recently the death of 36-year-old Andrei Padniabenny. The documented cases of torture and denial of medical care speak to a systematic disregard for human life. These deaths represent a profound ethical failure and a chilling reminder of the consequences of authoritarian rule.

Moving Forward

The Informal Group’s continued engagement – coupled with robust sanctions and international pressure – is vital. However, the situation demands a more comprehensive approach, including targeted support for Belarusian civil society and independent media, and sustained advocacy for the immediate and unconditional release of all remaining political prisoners. The situation demands a steadfast commitment from the global community to hold the Lukashenko regime accountable for its actions and to support the Belarusian people in their pursuit of a free and democratic future.
