Thailand Strongly Supports Global Efforts to Combat Prisoner Abuse

In a statement delivered on 9 Jun 2025, H.E. Ms. Pattarat Hongtong, Ambassador and Permanent Representative of Thailand to the United Nations and Other International Organizations in Vienna, expressed appreciation for the unanimous support of the Commission on Crime Prevention and Criminal Justice (CCPCJ) members in adopting the “Celebrating the Bangkok Rules and the Nelson Mandela Rules: A call for continued action in the field of prison and offender management” resolution.

The resolution, adopted at the 34th Session of the CCPCJ, reaffirms the importance of the Bangkok Rules and the Nelson Mandela Rules, which were initiated by HRH Princess Bajrakitiyabha Narendiradebyavati Kromluangrajasarinisiribajra Mahavajrarajadhita in 2010. The Bangkok Rules aimed to promote the treatment of women prisoners, while the Nelson Mandela Rules focused on the treatment of prisoners worldwide.

Thailand’s strong collaboration with international organizations played a crucial role in the adoption of this resolution. The Royal Thai Embassy in Vienna and the Thailand Institute of Justice (TIJ) worked together to chair the consultation on the resolution, leading to its unanimous adoption by consensus.

Furthermore, Mr. Wanlop Nakbua, Deputy Permanent Secretary of Justice, led the Thai delegation at the 34th session of the CCPCJ, while Mr. Phuchphop Mongkolnavin, Deputy-Director General of the Department of International Organizations, delivered statements reaffirming Thailand’s long-standing cooperation with the United Nations Office on Drugs and Crime (UNODC), particularly in the regions of Southeast Asia and the Pacific.
