Thai Foreign Minister to Co-Chair 10th Mekong – Lancang Cooperation Meeting Amid Tensions in Southeast Asia

Thailand's efforts to strengthen regional cooperation come under scrutiny as the country co-chairs the 10th Mekong-Lancang Cooperation (MLC) foreign ministers' meeting with China, amid increasing tensions in Southeast Asia.

"The MLC is a vital platform for us to promote connectivity and sustainable development in the region," said H.E. Mr. Maris Sangiampongsa, Minister of Foreign Affairs, in a statement before departing for Anning, Yunnan Province, China. "We hope to advocate for strengthened cooperation in addressing urgent shared challenges, including combating transboundary crimes and water resources management."

The 10th MLC foreign ministers' meeting will take place from August 13-15, 2025, with Thailand and China co-chairing the event. The main theme of the meeting is "Golden Decade: Staying Committed to Building a Better Community Through Solidarity," reflecting the cordial cooperation among MLC member countries as the mechanism marks its 10th anniversary and prepares to enter its second decade next year.

Thailand currently co-chairs the MLC with China for the 2024-2025 term, following an initiative proposed by Thailand in 2012 and jointly supported by China. The framework, officially established in 2016, aims to promote connectivity and sustainable development in the Mekong-Lancang sub-region and reduce development gaps among countries.

The cooperation is structured around three key pillars: political and security; economic and sustainable development; and social, cultural, and people-to-people exchange. There are five priority areas of focus: connectivity, production capacity, cross-border economic cooperation, water resources management, and agriculture and poverty reduction.

The MLC marks the first time a cooperation framework on water resources management has brought all Mekong-Lancang countries together, covering both upstream and downstream nations.

### Key Players and Their Motivations

China: China sees the MLC as an opportunity to promote its own interests in Southeast Asia and strengthen its relations with neighboring countries. The country is keen to enhance cooperation on infrastructure development, trade, and investment.
Thailand: Thailand aims to leverage the MLC to promote regional stability and security, while also advancing its own economic and strategic interests.
Cambodia: Cambodia hopes to benefit from increased trade and investment opportunities through the MLC, as well as enhanced cooperation on infrastructure development.

### Expert Insights

"The MLC is a vital platform for promoting regional cooperation and addressing shared challenges," said Dr. Pavin Chachalao, Senior Research Fellow at the Institute of Southeast Asian Studies. "However, the success of the mechanism depends on effective communication and trust-building among member countries."

"We need to be cautious about the increasing tensions in Southeast Asia and ensure that the MLC remains a platform for constructive dialogue and cooperation," warned Dr. Thanat Charusathien, former Deputy Prime Minister of Thailand.

### Future Outlook

The 10th MLC foreign ministers' meeting will likely focus on building on the progress made under the MLC and addressing new challenges in the region. Here are three possible scenarios:

Best Case: The meeting results in a significant increase in regional cooperation, trade, and investment, with all member countries working together to address shared challenges.
Worst Case: The meeting fails to yield concrete outcomes, leading to increased tensions and mistrust among member countries.
Most Likely: The meeting leads to some incremental progress on specific issues, such as water resources management and trade, but also highlights the need for more effective communication and cooperation.

As the MLC continues to evolve, it is essential for all member countries to prioritize trust-building, dialogue, and cooperation. Only then can the mechanism fulfill its potential as a vital platform for promoting regional stability and development in Southeast Asia.
