Switzerland and Sri Lanka Forge Continued Momentum in Migration Partnership

Bern, Switzerland – July 29, 2025 – Representatives from Switzerland and Sri Lanka convened for the third meeting of experts on the Migration Partnership, signaling a sustained commitment to fostering safe and orderly migration flows. The meeting, held in Bern, focused on reviewing progress made since the partnership’s launch in 2016 and outlining the future trajectory following the formal handover of the Bilateral Safe Labour Migration Program (SLMP). The overarching goal remains the maximization of benefits for migrant workers and their families, a key component of global stability and managed transitions.

The discussions, led by Director General/Europe & North America at the Sri Lanka Foreign Employment Bureau, Sugeeshwara Gunaratna, and State Secretariat for Migration, Swiss representative, Henrik Krosskopf, centered around several critical areas. These included pre-departure orientation programs designed to prepare Sri Lankan workers for their new lives abroad, robust migration management strategies, and, crucially, the development of a comprehensive skills development framework. “The success of this partnership hinges on our ability to anticipate and respond to evolving global migration trends,” stated Krosskopf during the meeting. “We must remain proactively engaged to ensure the safety and well-being of Sri Lankan workers, whilst also leveraging their skills and talents to benefit both countries.”

Key Developments & Strategic Alignment

Recent months have witnessed a tightening of global migration policies, further emphasizing the importance of structured partnerships. The Swiss have significantly increased their contribution to skills development programs, recognizing the need to equip Sri Lankan workers with the qualifications demanded by the European labour market. “The formal handoff of the SLMP represents a significant shift, and we are committed to supporting Sri Lanka in building a sustainable framework for labour migration,” explained a Swiss official. “This isn’t simply about sending workers abroad; it’s about ensuring their successful integration and the long-term prosperity of Sri Lanka.”

Combatting Human Trafficking & Building Resilience

A core component of the partnership remains the fight against human trafficking, with both sides reaffirming their commitment to collaborating with the National Anti-Human Trafficking Task Force (NAHTTF). Discussions explored new technologies and strategies to identify and disrupt trafficking networks. The Swiss have been instrumental in providing training and resources to the NAHTTF, strengthening its capacity to protect vulnerable workers. “Human trafficking is a global scourge, and we are determined to work alongside Sri Lanka to eradicate it,” said Gunaratna.

Looking Ahead: Short-Term and Long-Term Outlook

Within the next six months, the partnership is expected to intensify efforts to recognize Sri Lankan skills and qualifications, facilitating their acceptance in the Swiss labour market. Longer-term, the partnership aims to foster a sustainable ecosystem for labour migration, promoting economic growth and development in both Sri Lanka and Switzerland. “Our vision is to establish a model partnership that can be replicated globally,” Krosskopf concluded, “one that prioritizes ethical and responsible migration and contributes to a more secure and prosperous future for all.” The meeting concluded with a commitment to continued dialogue and collaboration, reinforcing the importance of this partnership in a volatile and interconnected world.
