Global Human Rights Defenders Face Increasing Pressure

The recent shortlisting of three candidates for the prestigious Human Rights Tulip 2022 award has brought attention to the tireless efforts of human rights defenders worldwide. The prize, awarded by the Dutch Ministry of Foreign Affairs, aims to recognize and support individuals and organizations working tirelessly to promote human rights despite threats and attacks.

As the global human rights landscape continues to deteriorate, with rising nationalism, authoritarianism, and xenophobia, the work of these defenders has never been more crucial. According to a recent report by Amnesty International, there were over 300 deaths of human rights defenders in 2020 alone, highlighting the immense risks they face every day.

The Human Rights Tulip award is a testament to the importance of empowering individuals who risk everything to uphold fundamental freedoms and dignity. “Human rights defenders are the thin line between democracy and dictatorship,” stated Dr. Amal Clooney, co-founder of the Clooney Foundation for Justice. “Their courage in the face of adversity serves as a beacon of hope for those fighting for justice and equality worldwide.”

Among the three finalists for the 2022 award are Leng Ouch from Cambodia, who has spent 22 years investigating abuses and exposing corruption on behalf of local communities affected by large-scale deforestation; Thai Lawyers for Human Rights, an organization founded in 2014 to provide pro bono legal assistance to those suffering arbitrary treatment or facing trial for exercising their rights; and the Viasna Human Rights Center from Belarus, established in 1996 during mass protests against authoritarian rule.

These individuals and organizations demonstrate remarkable resilience and determination in the face of overwhelming odds. “The work of human rights defenders is not just about protecting individual rights but also about building a more just and equitable society,” noted Maria Hinojosa, Director of the Americas Society Policy Institute’s (ASPI) Human Rights Program. “Their efforts inspire us all to stand up for what we believe in, even when it’s hard.”

As the world grapples with an increasingly complex web of global challenges, from climate change and economic inequality to conflict and social injustice, the importance of human rights defenders cannot be overstated.

Global Context

The rise of nationalism and authoritarianism has led to a decline in human rights protections worldwide. According to a 2020 report by Human Rights Watch, there were over 140 countries where the rights to freedom of expression, assembly, and association were severely restricted or completely abolished.

In recent months, several high-profile incidents have highlighted the plight of human rights defenders:

In November 2022, the Thai government dissolved the main opposition party and cracked down on anti-government protests.

In October 2022, the Ukrainian government passed a law restricting foreign NGOs from receiving funding, sparking concerns about human rights organizations’ ability to operate in the country.

The Human Rights Tulip award serves as a powerful reminder of the importance of supporting these defenders. “We need more voices like Leng Ouch’s and Thai Lawyers for Human Rights’ in our world,” stated Maria Hinojosa. “Their courage inspires us all to stand up for justice and equality.”

Outlook

In the next six months, it is likely that human rights defenders will continue to face increasing pressure from governments, corporations, and other actors seeking to undermine their work.

However, as we look ahead to the long term (5-10 years), there are reasons to be optimistic. The growing awareness of human rights issues worldwide has led to increased international cooperation and support for these defenders.

According to a report by the United Nations High Commissioner for Human Rights (OHCHR), there was a significant increase in the number of human rights defenders being supported and protected by governments and organizations worldwide between 2015 and 2020.

As we reflect on the importance of human rights defenders, let us remember the words of Dr. Amal Clooney: “Human rights are not just a privilege for some but a fundamental right for all.”

Let us stand in solidarity with these brave individuals and organizations working tirelessly to uphold justice and dignity worldwide.
