Cambodia Strengthen Ties with Luxembourg in Historic High-Level Visit

In a significant move to deepen bilateral relations, His Royal Highness Prince Guillaume Jean Joseph Marie, Crown Prince of Luxembourg, paid a high-level visit to the Kingdom of Cambodia from 29 March to 2 April 2025. During this historic trip, the Crown Prince was accompanied by His Excellency Mr. Xavier Bettel, Deputy Prime Minister, Minister of Foreign Affairs and Foreign Trade, Minister of Cooperation and Humanitarian Action.

The visit marked a new chapter in the evolving Cambodia-Luxembourg relationship, coinciding with the upcoming accession to the throne of the Hereditary Grand Duke of Luxembourg, scheduled for October 2025. This significant development underscores the growing importance of strengthening bilateral ties between the two nations.

During his meeting with His Excellency Mr. PRAK Sokhonn, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation on 31 March 2025 at the Ministry of Foreign Affairs and International Cooperation, H.R.H. the Crown Prince extended a warm welcome to Cambodia, highlighting the historical significance of this first high-level visit since the establishment of diplomatic relations in 2002.

Reiterating his gratitude for Luxembourg’s steadfast support in demining operations in Cambodia, His Excellency the Deputy Prime Minister lauded the development cooperation projects implemented by LuxDev (Luxembourg Development Cooperation Agency), which are perfectly aligned with the priorities of Cambodia's Camt-Phase I Strategy. He also acknowledged the importance of strengthening bilateral relations and fostering economic cooperation between the two nations.

During his visit, H.R.H. the Crown Prince expressed his admiration for Cambodia’s rich cultural heritage and enthusiasm for the country's economic growth, as well as its potential in the tourism sector. His Excellency Deputy Prime Minister Xavier Bettel reaffirmed Luxembourg’s firm commitment to strengthening and expanding bilateral relations with Cambodia.

The two sides explored opportunities to promote a shared vision for strengthening bilateral cooperation, particularly in key areas such as health, education, demining, and tourism. They highlighted that this high-level visit symbolized the close relationship between the two countries and paved the way for strengthening and enhancing cooperation for the mutual benefit of both nations.

Both parties welcomed Luxembourg’s intention to establish its Representative Office in Phnom Penh. The importance of fostering economic cooperation was also underscored, with His Excellency the Deputy Prime Minister recalling his working visit to Luxembourg in October 2024 as the then First Vice-President of the Senate of Cambodia, which further strengthened parliamentary ties.

On the final day of his visit, H.R.H. the Crown Prince witnessed the signing of the General Cooperation Agreement between the Government of the Kingdom of Cambodia and the Government of the Grand Duchy of Luxembourg, by His Excellency Deputy Prime Minister PRAK Sokhonn, and His Excellency Deputy Prime Minister Xavier Bettel.

This historic high-level visit also included a tour of the Rehabilitation Center for Victims of Anti-Personnel Mines and Kantha Bopha Children Hospital, as well as some development projects. The delegation reaffirmed Luxembourg’s support for demining efforts in Cambodia through the signing of a cooperation project aimed at enhancing the safety of local populations and promoting sustainable development.
