Quad Foreign Ministers Pledge Cooperation to Strengthen Economic Security and Collective Resilience in Indo-Pacific

In a meeting of the 10th Quad Foreign Ministers’ Meeting held at the U.S. Department of State yesterday, the foreign ministers of Australia, India, Japan, and the United States reaffirmed their commitment to advancing a free and open Indo-Pacific region. The ministers welcomed recent and upcoming activities conducted by their four countries in cooperation with partners to promote economic prosperity, security, critical and emerging technologies, and humanitarian assistance across the region.

The Quad Foreign Ministers proudly announced the launch of the Quad Critical Minerals Initiative, an ambitious expansion of their partnership aimed at strengthening economic security and collective resilience through collaboration on securing and diversifying critical mineral supply chains. This new flagship initiative will enable the four countries to bring economic opportunity and prosperity to their people and the region.

Maritime Security: Strengthening Cooperation

The Quad is expanding maritime law enforcement cooperation with the region, which will support efforts to curtail illicit maritime activity, including piracy, drug trafficking, infringements on border security, and illegal, unreported, and unregulated (IUU) fishing. The first-ever Quad-at-Sea Ship Observer Mission was launched earlier this month, strengthening interoperability and knowledge-sharing to address unlawful maritime activities across the region.

Economic Prosperity and Security: Strengthening Energy Security

The Quad is committed to ensuring a free and open region and promoting the prosperity of their citizens and all people in the Indo-Pacific region. The ministers announced key initiatives to strengthen energy security across the Indo-Pacific, promote resilient supply chains and quality infrastructure projects that are transparent and secure. The Quad Critical Minerals Initiative will expand cooperation on securing and diversifying reliable supply chains.

Critical and Emerging Technology: Advancing Secure and Trusted Information Infrastructure

The Quad recognizes the transformative power of critical and emerging technologies and will continue to advance secure and trusted information and communications technology infrastructure while expanding their work on artificial intelligence, semiconductors, technical standards, biotechnology, and cybersecurity. The ministers pledged to promote digital infrastructure projects across the Indo-Pacific in close collaboration with the private sector.

Humanitarian Assistance and Emergency Response: Supporting Communities Affected by Natural Disasters

The Quad continues to support humanitarian assistance and emergency response efforts, including contributions to disaster relief programs. Following an earthquake that struck central Myanmar in March 2025, the Quad contributed over USD$30 million in humanitarian assistance to support communities affected.

Today’s announcements demonstrate the Quad’s commitment to advancing a free and open Indo-Pacific region through cooperation on critical issues such as maritime security, economic prosperity, critical and emerging technologies, and humanitarian assistance. The launch of the Quad Critical Minerals Initiative and other initiatives marks an important milestone in strengthening the partnership between the four countries.
