Deputy Secretary of State for Management and Resources Richard R. Verma is currently traveling across the Western Balkans as part of a diplomatic tour that will take him to Albania, Kosovo, and Serbia from January 7 to 11, 2025. The trip aims to strengthen U.S. relations with these key nations in the region and reaffirm America’s commitment to their Euro-Atlantic integration, economic growth, and security cooperation.
Strengthening Ties with Albania
Verma’s journey began in Tirana, where he held high-level discussions with the Albanian government. His visit focused on Albania’s democratic progress, the country’s defense capabilities, and its deepening economic ties with the United States. Albania, which has been a staunch partner in the region, has also shown considerable support for Afghan allies—a point that Verma highlighted in his discussions, expressing gratitude for the country’s continued humanitarian assistance.
“Albania’s commitment to democratic values, security, and stability in the Balkans makes it an indispensable partner for the United States,” Verma remarked. “We are grateful for Albania’s support to our Afghan allies and are excited about the opportunities for greater cooperation across sectors such as defense and economic development.”
Advancing Relations with Kosovo
Verma’s next stop was Kosovo, where he engaged with officials to discuss normalizing relations with Serbia through the EU-facilitated Dialogue process. His conversations also focused on bolstering governance, rule of law, and efforts to stimulate economic growth and enhance energy security for the people of Kosovo.
Verma lauded Kosovo’s unwavering support for Ukraine amidst the ongoing Russian invasion and its assistance to the Afghan people. “Kosovo has demonstrated remarkable leadership on the global stage,” Verma noted. “Its efforts to support Ukraine and extend a helping hand to those displaced by the Afghan crisis reflect the country’s deep commitment to democratic principles and regional stability.”
Strengthening Ties with Serbia
In Serbia, Verma underscored the growing U.S.-Serbia strategic partnership, particularly in the areas of energy and economic cooperation. He also reaffirmed the United States’ commitment to Serbia’s integration into European institutions and the continued normalization of relations with Kosovo.
“Serbia plays a key role in the region’s future, and the United States remains steadfast in its support for Serbia’s aspirations to join the European Union,” Verma said. “At the same time, we believe that closer cooperation between Serbia and Kosovo is critical to regional peace and stability. Our goal is to help Serbia build stronger ties with its neighbors and advance reforms that will benefit all of its citizens.”
Verma also discussed the importance of strengthening the rule of law in Serbia and expressed support for military and security cooperation. The U.S. and Serbia have increasingly worked together on these fronts, particularly in the fields of counterterrorism, cybersecurity, and peacekeeping.
Commitment to Regional Integration
Throughout the trip, Verma has reaffirmed the United States’ commitment to the countries of the Western Balkans as they continue their paths toward Euro-Atlantic integration. He emphasized that regional cooperation, particularly in economic development and security, is essential to achieving long-term stability and prosperity for the people of the Balkans.
“One of the most promising aspects of this region is the growing commitment to working together, whether on economic issues, security challenges, or common democratic values,” Verma said. “The United States will continue to be a steadfast partner as these countries work toward greater integration into the European Union and broader Euro-Atlantic institutions.”
