In a significant show of support, Sweden has pledged SEK 135 million to bolster Ukraine’s civil cybersecurity efforts, amidst an escalating threat landscape. The move comes as the country continues to grapple with a surge in cyberattacks, many of which originate from Russia.
The new funding will be managed by the Swedish International Development Cooperation Agency (Sida) and implemented under the framework of the Tallinn Mechanism, a joint initiative involving 11 countries including Sweden, Ukraine, Estonia, Canada, Denmark, France, Germany, the Netherlands, Poland, the United Kingdom, and the United States. The Mechanism aims to enhance Ukraine’s resilience against cyberattacks, protect its critical and civilian infrastructure, and promote coordinated international development assistance.
According to the Ministry for International Development Cooperation and Foreign Trade, Ukraine has faced over 4,315 cyber incidents in 2024 alone – an average of 12 per day. These attacks target critical government functions, basic civil services, and digital infrastructure, highlighting the pressing need for improved cybersecurity measures.
Sweden’s contribution marks a significant step towards supporting Ukraine’s efforts to strengthen its cybersecurity. “Ukraine has shown considerable resilience in the face of Russia’s aggressive actions,” said Minister for International Development Cooperation and Foreign Trade Benjamin Dousa. “It is crucial that Ukraine can continue to provide its citizens with access to essential services, information, and digital infrastructure. Our new support will make a substantial difference in enhancing Ukraine’s resilience against future attacks.”
Sweden and France recently took over the chairmanship of the Tallinn Mechanism in Kyiv, a move aimed at strengthening international cooperation on this critical issue. The Mechanism will continue to play a vital role in supporting Ukraine’s cybersecurity efforts throughout 2025.
