International Coalition Demands Immediate Return of Ukrainian Children from Russia

In a pressing appeal to the Russian Federation, the International Coalition for the Return of Ukrainian Children has reiterated its commitment to safeguarding the rights and well-being of thousands of children unlawfully deported or forcibly transferred during Moscow’s war of aggression against Ukraine.

On June 2, 2025, in Istanbul, the Ukrainian government presented an initial list of 339 children who were subjected to such injustices, along with a formal request for their unconditional return. This critical humanitarian gesture presents a rare opportunity for Russia to demonstrate good faith and confidence-building measures, according to coalition representatives.

However, concerns persist regarding Russia’s handling of these children, including allegations of identity alterations, placement in Russian families or institutions, ideological indoctrination, and exposure to militarization. The International Coalition demands that the Russian Federation take immediate and meaningful action on this list, ensuring their return to their families and communities in Ukraine.

Furthermore, coalition members stress the need for transparency and cooperation with international humanitarian organizations. They request full and verifiable information on all unlawfully deported and forcibly transferred Ukrainian children under Russia’s control, including their whereabouts, well-being, legal status, health conditions, and access for international observers.

The International Coalition reiterates its commitment to protecting children in armed conflict, citing the UN Secretary-General’s 2025 Annual Report on Children and Armed Conflict (CAAC) as evidence of the escalating humanitarian crisis. The coalition emphasizes that all actions must be guided by the best interests of the child, according to international law.

The significance of this demand lies in its potential impact on Russia’s credibility as a responsible international actor. As a global community, it is imperative that the protection of children remains at the forefront of our humanitarian efforts and diplomatic engagement.

A Call for Action

In light of the Russian Federation’s recent statements, we urge all parties to:

  1. Act promptly and meaningfully on the initial list of children presented by Ukraine, ensuring their immediate and unconditional return.
  2. Facilitate the return of all unlawfully deported and forcibly transferred Ukrainian children, in accordance with international law and relevant UN resolutions.
  3. Provide full and verifiable information on all unlawfully deported and forcibly transferred Ukrainian children under the effective control of the Russian Federation.
  4. Cease to alter the identity of children, including changes to their citizenship, placement in Russian families or institutions, ideological indoctrination, and exposure to militarization.

The International Coalition for the Return of Ukrainian Children remains committed to supporting the protection of these vulnerable individuals. We call on all international actors to join forces in ensuring that the rights and dignity of children are safeguarded in the face of war.
