Brazil Leads Call for Collective Action to Address Global Crises

RIO DE JANEIRO, Apr 28, 2025 – Brazil’s Foreign Ministry has issued a strong call for collective action to address the pressing global crises threatening international peace and security. In a statement welcoming foreign ministers from the BRICS bloc to Rio de Janeiro, Brazil highlighted the urgent need for multilateral cooperation to tackle humanitarian emergencies, armed conflicts, political instability, and the erosion of multilateralism.

The meeting comes at a critical juncture when the world is grappling with a convergence of global crises, including devastating conflicts, forced displacement, hunger, and environmental degradation. The BRICS bloc, comprising Brazil, Russia, India, China, and South Africa, recognizes its unique position to promote peace and stability based on dialogue, development, and multilateral cooperation.

“We are united by a common belief: peace cannot be imposed, it must be built,” said the Brazilian Foreign Ministry. “It must be based on inclusion, respect for international law, and the sovereign equality of states. BRICS recognizes the strategic interests and legitimate economic and security interests of each member, in both their respective regions and around the world.”

The post-World War II security architecture is showing signs of disarray, with armed conflicts proliferating and international mechanisms remaining slow, politicized, and sometimes paralyzed. In this context, BRICS has a vital role to play in strengthening the principles of international law, supporting the peaceful settlement of disputes, and promoting the reform of multilateral institutions.

Brazil emphasized the need for preventive diplomacy, investing in peace means addressing the root causes of instability: poverty, inequality, marginalization, and weak institutions. The country also highlighted its commitment to a just and lasting solution to the conflict between Israel and Palestine, with a two-state solution that lives side by side with Israel in peace and security.

The conflict in Ukraine continues to exert a grave humanitarian impact, underscoring the urgent need for a diplomatic solution that upholds the principles and purposes of the United Nations Charter. Brazil remains committed to continuing its work toward peace and a political solution to the conflict.

In Haiti, Brazil is deeply concerned about the deteriorating security, humanitarian, and economic situation and must support the Haitian authorities and people in their efforts to restore public order, dismantle armed gangs, and establish conditions for lasting social and economic development.

The African continent also faces escalating tensions in Sudan, the Great Lakes region, and the Horn of Africa. Brazil supports fully the efforts of the African Union, African regional organizations, the United Nations, and other institutions and countries to find political and diplomatic solutions to these crises.

In conclusion, Brazil’s call for collective action to address global crises serves as a reminder that peace is not solely the privilege of a few but the right of all. As a leader in the BRICS bloc, Brazil must lead by example, reaffirming its commitment to a multipolar world where security is not just a priority but a universal right.
