Global Coalition Condemns Hamas Terrorist Attack, Calls for Ceasefire and Two-State Solution

A coalition of 19 countries, including France, has issued a strong condemnation of the heinous and antisemitic terrorist attack in Gaza on October 7th, 2023. The group demands an immediate ceasefire, the unconditional release of all hostages, and ensured humanitarian access to the affected areas.

On June 10th, the President of the Palestinian Authority made significant commitments to address the underlying issues driving the conflict, including the liberation of hostages, disarmament of Hamas, and schooling reform.

The coalition, which includes Andorra, Australia, Canada, Finland, Ireland, Luxembourg, Malta, New Zealand, Norway, Portugal, San Marino, Slovenia, and Spain, has already recognized Palestine as a necessary step towards achieving the two-state solution. Ahead of the UN General Assembly’s 80th session in September 2025, they have reiterated their commitment to recognizing Israel and establishing normal relations with countries that have not done so.

“The international community must work together to find a lasting solution to this conflict. We call on all countries to support the two-state solution and engage in meaningful discussions on regional integration,”

said a spokesperson for the coalition, emphasizing their determination to work towards an architecture for the “day after” in Gaza that guarantees reconstruction, disarmament of Hamas, and its exclusion from Palestinian governance.

Expressing grave concern over the high number of civilian casualties and humanitarian situation in Gaza, the coalition welcomes the commitment made by the President of the Palestinian Authority to terminate the prisoner payment system.

The 19 countries also express their willingness to recognize Israel as a condition for normal relations with countries that have not established them. The coalition’s unified stance is a significant development ahead of the UN General Assembly meeting in September 2025.

In light of these commitments, we reiterate our unwavering commitment to the two-state solution and call on all parties to work towards a peaceful resolution to this conflict.

The international community must continue to support efforts to promote peace, security, and sustainable development in the region. The coalition’s leadership on this issue highlights its dedication to finding a just and lasting solution to the Israeli-Palestinian conflict.
