Background

The Ministry of Foreign Affairs of the Republic of Cyprus announces the 6th annual “Stella Soulioti” Human Rights Award and the opening of the nomination process. The award, established by a Decision of the Council of Ministers following a proposal by the Ministry of Foreign Affairs, will be presented in December 2026, on the International Human Rights Day (which is annually celebrated on 10th December). The award is intended to recognise individuals, groups and organisations that consistently demonstrate outstanding work and activity in the promotion and protection of human rights. The nomination process is open to individuals and groups legally residing in Cyprus, as well as to Non-Governmental Organisations that are registered and active in the Republic of Cyprus. Government authorities are ineligible for nomination and serving government officials are excluded from nominating individuals, groups or organisations for the Award.

Analysis

The annual Stella Soulioti Human Rights Award serves as a focal point for recognizing sustained efforts in upholding human rights within Cyprus. The award’s value, €10,000, is explicitly designated to support the activities of the winning individual or organization. The composition of the Evaluation Committee – including the Minister of Foreign Affairs, Minister of Justice and Public Order, and the Commissioner for Administration and Protection of Human Rights – suggests a deliberate effort to ensure a broad and authoritative assessment of nominations. The exclusion of government officials from the nomination process underlines a desire to prevent potential political interference in the selection. The timing of the award’s presentation on International Human Rights Day (10th December) highlights the importance of this date for the Republic of Cyprus.

Implications

The award’s announcement has implications for the broader efforts to safeguard human rights within Cyprus. The funding provided – €10,000 – could significantly bolster the operational capacity of the recipient organization. The involvement of the Commissioner for Administration and Protection of Human Rights on the Evaluation Committee reinforces the government’s commitment to human rights oversight. The open call for nominations creates opportunities for increased public engagement with human rights issues, although the eligibility criteria limit participation to registered NGOs and individuals residing in Cyprus.

Outlook

Should the nomination process yield a diverse range of applications, the Evaluation Committee’s role becomes critical in ensuring a fair and considered assessment. If the committee’s deliberations are completed by 27 November 2026, the Ministry of Foreign Affairs will announce the recipient in December 2026. Should the recipient be selected, the Ministry of Foreign Affairs will organise a formal ceremony to present the award.
