U.S. Sanctions Notorious Leader of Venezuelan Foreign Terrorist Organization Tren de Aragua

Washington, D.C., June 24, 2025 – The United States has taken significant action against a key member of the foreign terrorist organization (FTO) Tren de Aragua (TdA), a group notorious for its campaign of terror throughout the hemisphere. Giovanni Vicente Mosquera Serrano, a high-ranking leader of TdA, has been sanctioned by the U.S. government in connection with his involvement in narcotics trafficking, murder, and extortion.

Mosquera Serrano, who originated from Venezuela, has been instrumental in overseeing narcotics trafficking efforts and murders on behalf of TdA in Colombia. He has also managed the financial proceeds of the FTO's criminal activities. The Department of State, through the Transnational Organized Crime Rewards Program managed by the Bureau of International Narcotics and Law Enforcement Affairs, is offering a reward of up to $3 million for information leading to his arrest and/or conviction.

The FBI announced today that Mosquera Serrano has been added to the FBI's Top 10 Most Wanted List. The Department of Justice also unsealed an indictment charging him with drug trafficking and terrorism-related criminal activity. This action follows the recent designation of TdA as a FTO and Specially Designated Global Terrorist (SDGT) by the United States.

The U.S. government is committed to keeping its citizens safe by using all available means to eliminate TdA's threats of violent crime throughout the hemisphere. The sanctioning of Mosquera Serrano is part of this effort, which is being taken pursuant to Executive Order 13581 and 13224, as amended.
