In a significant step towards strengthening bilateral ties, the United States and Malaysia have signed a memorandum of understanding (MOU) on strategic civil nuclear cooperation in Kuala Lumpur yesterday.
The signing ceremony marked a crucial milestone in the two countries’ efforts to enhance their comprehensive partnership, as outlined by U.S. Secretary of State Marco Rubio during his working visit to Malaysia from July 9-12, 2025.
According to Foreign Minister Dato’ Seri Mohamad Hasan, the MOU represents “a crucial step” in exploring the role of nuclear energy for Malaysia’s long-term strategy, aiming to ensure energy security, drive economic growth, and develop national capacity in a safe, secure, and responsible manner.
“We are delighted that you have chosen Malaysia as your first stop in the region,” Foreign Minister Hasan said during the ceremony. “This is your first stop in Asia, yes? Your presence here truly highlights the longstanding relations between our two countries.”
The MOU also signifies Malaysia’s readiness to commence negotiations on the 123 Agreement, a key international framework for civil nuclear cooperation.
- Malaysia aims to harness nuclear energy in a responsible manner to ensure energy security and drive economic growth.
- The country is actively formulating new regulations to tighten enforcement against illegal ship-to-ship transfer within its waters, effective by the end of this month.
In his remarks, Secretary Rubio emphasized that the MOU signals the world’s availability for civil nuclear cooperation, highlighting its significance beyond simply two countries or a region. He also expressed excitement about the prospect of strengthening their partnership and promoting the highest standards of safety, security, and nonproliferation.
The signing ceremony concluded with the exchange of documents, solidifying the U.S.-Malaysia MOU on strategic civil nuclear cooperation. The memorandum is expected to enhance the countries’ collaboration in the peaceful use of nuclear energy.
As the two nations move forward with their partnership, they aim to strengthen the region’s nuclear security and address global challenges through cooperation.
