The U.S. Department of State has officially designated the Terrorgram Collective, a violent transnational extremist group, and three of its key leaders as Specially Designated Global Terrorists (SDGTs) under Executive Order 13224. This move underscores Washington’s intensified efforts to combat racially or ethnically motivated violent extremism (REMVE) on a global scale.

What is the Terrorgram Collective?

The Terrorgram Collective, a white supremacist terrorist group, operates primarily on the encrypted social media platform Telegram. It has been identified as a major source of propaganda and operational guidance for violent extremist acts, including instructions on attacks targeting critical infrastructure, public venues, and government officials. The group glorifies perpetrators of past attacks and actively encourages followers to engage in similar violence.

Several high-profile incidents have been linked to Terrorgram followers:

  • October 2022: A deadly shooting outside an LGBTQI+ bar in Slovakia.
  • July 2024: A foiled plot to attack energy facilities in New Jersey.
  • August 2024: A knife attack targeting a mosque in Türkiye.

In September 2024, two U.S.-based members of the group were indicted on multiple charges, including soliciting hate crimes, conspiring to murder federal officials, and providing material support to terrorists.

Individuals Designated as Global Terrorists

The Department of State also designated three leaders of the Terrorgram Collective:

  • Ciro Daniel Amorim Ferreira: A Brazilian national and key channel administrator based in Brazil.
  • Noah Licul: A Croatian national and senior figure within the group, residing in Croatia.
  • Hendrik-Wahl Muller: A South African national and prominent channel administrator, residing in South Africa.

These individuals were designated for their leadership roles and direct involvement in supporting terrorist activities.

Implications of the Designation

As a result of these sanctions, all property and financial interests of the designated individuals and the group under U.S. jurisdiction are now frozen. U.S. persons are prohibited from engaging in any financial transactions with the listed entities and individuals. This measure aims to disrupt the group’s ability to raise funds, operate digitally, and coordinate attacks globally.

The designations also empower law enforcement and financial institutions worldwide to act against the group’s supporters and prevent further exploitation of the global financial system for extremist activities.

Policy Context and Broader Efforts

These designations align with the Biden-Harris Administration’s continued focus on countering domestic and transnational white supremacist terrorism. Since the release of the National Strategy for Countering Domestic Terrorism in June 2021, the U.S. has prioritized actions against foreign-linked extremist entities influencing domestic violence.

The State Department reaffirmed that the measures reflect a broader strategy to target REMVE actors threatening both U.S. national security and global stability.
