In a significant escalation of support for Ukraine, the Swedish Government has unveiled its largest military aid package to date, valued at approximately SEK 16 billion. The package, announced on March 31, 2025, brings Sweden’s total military aid to Ukraine to nearly SEK 29.5 billion in 2025, with a total of around SEK 80 billion since 2022.
The 19th support package is the largest to date, and it demonstrates Sweden’s commitment to supporting Ukraine’s efforts in the face of ongoing aggression from Russia. “With this aid package, Sweden demonstrates that more can be done for Ukraine,” said Minister for Defence Pål Jonson. “The package will be of great help to Ukrainian society, the Ukrainian Armed Forces, and Ukraine’s defence industry.”
The package includes a range of military capabilities, including air defence systems, artillery, satellite communication, and naval capabilities. The Swedish Government has worked closely with Ukraine and international partners to design the package, which addresses the country’s pressing needs for various defence capabilities.
One key component of the package is the acquisition of defence materiel worth approximately SEK 9.2 billion. This includes ammunition, air defence systems, maritime equipment, satellite communications systems, infantry equipment, and armoured vehicles. The Swedish Defence Materiel Administration will be tasked with acquiring defence materiel from the Swedish, Nordic, and European defence industries to meet Ukraine’s needs.
In addition to the acquisition of defence materiel, the package also includes financial donations worth over SEK 5 billion. This funding will support various multilateral initiatives, including within the framework of the Ukraine Defence Contact Group (UDCG), as well as expanded collaboration with Denmark within the established Danish model for support to Ukraine’s defence industry.
The package also includes donations of materiel from the Swedish Armed Forces, valued at approximately SEK 500 million. This materiel will be transferred to Ukraine, including medical service vehicles, training weapons, and small-calibre ammunition.
Furthermore, the support package includes services via the Swedish Defence Research Agency (FOI), valued at SEK 11 million. The FOI will provide support relating to CBRN-analysis and automatic detection of vehicles by drones within the support package framework.
Innovation close to the battlefield is also a key component of the package, with funds allocated to identifying and utilising technical innovations that require further funding to be completed and put into production.
To mitigate risks associated with defence exports to Ukraine, Sweden has introduced export credit guarantees valued at SEK 500 million. This will supplement procurement for donations and enable more Swedish companies to support Ukraine by providing requested materiel.
Finally, the package includes a support solution valued at SEK 573 million, which complements the transfer of capabilities to Ukraine. This funding will be allocated for various maintenance measures for the Swedish materiel already donated.
The civil support package, valued at SEK 140 million, is allocated to the Swedish Coast Guard, the Swedish Civil Contingencies Agency, and the Psychological Defence Agency’s support operations in Ukraine.
In conclusion, Sweden’s latest military aid package to Ukraine represents a significant escalation of support for the country. The package demonstrates Sweden’s commitment to supporting Ukraine’s efforts in the face of ongoing aggression from Russia and highlights the importance of sustained and increased support for Ukraine’s security.
