In a significant development in regional diplomacy, the National Institute of Diplomacy and International Relations organized a four-day training course on the Law of the Sea for officials from Cambodia, Laos, and Vietnam. The event, held from November 20 to 24, was co-organized with the Australian Embassy in Cambodia.
The training program, which aimed to enhance the knowledge and understanding of maritime policy and security among participating countries, was led by the Australian National Centre for Ocean Resources & Security of the University of Wollongong. The course brought together 23 officials from various maritime sectors, including coast guard and navy officers, as well as maritime policy experts.
During the program, participants delved into key principles of the UN Convention on the Law of the Sea of 1982, as well as the rights and duties of states in different maritime zones and navigational regimes. The training also analyzed how the Law of the Sea developed through state practice and negotiation, and evaluated its diverse implementation.
In addition to covering theoretical aspects, participants also discussed practical applications of the Law of the Sea provisions, including their relevance to areas such as fisheries, environmental protection, and scientific research. They also considered third-party settlement of disputes under Part XV of the convention.
The event was notable for its bipartisan support, with Australia's Department of Foreign Affairs and Trade funding the training program, while Cambodia's Ministry of Foreign Affairs and International Cooperation provided substantial support.
During a ceremony to award certificates to the participants, Institute President H.E. Mr. Cheuy Vichet and Australian Embassy Deputy Head of Mission Mr. Andreas Zurbrugg emphasized the importance of building capacity for government officials in both countries. They highlighted the good relations between Cambodia and Australia and expressed commitment to strengthening maritime cooperation in the region.
The National Institute of Diplomacy and International Relations has played a crucial role in enhancing regional cooperation through various training programs, fostering greater understanding and cooperation among ASEAN member states on issues such as maritime security, environmental protection, and sustainable development.
The training program is part of Cambodia's ongoing efforts to strengthen its position in the region by promoting peace, stability, and economic growth.
