Cambodia Takes Step Forward in International Court of Justice Dispute Resolution

In a significant development, the Kingdom of Cambodia has made progress in its long-standing border dispute with Thailand over four disputed areas in the Tonle Sap Lake region. On 23 June 2025, His Excellency Deputy Prime Minister PRAK Sokhonn, Minister of Foreign Affairs and International Cooperation, chaired a meeting of the Commission for the Preparation of Documents for Submission to the International Court of Justice (ICJ) regarding the Areas of MOM BEI, TAMONE THOM Temple, TAMONE TOUCH Temple, and TA KRABEY Temple.

The commission, established by the Royal Government of Cambodia on 6 June 2025, marks a significant step towards resolving the border dispute through international arbitration. The meeting saw the exchange of views and agreements on various aspects of the ICJ procedures, including strategy and work plans to accomplish its goals.

As part of this process, the commission consists of two supporting Working Groups: (1) the Legal Affairs Working Group and (2) the Diplomatic Affairs Working Group. The main duties of the commission include selecting international lawyers, examining and approving documents for submission to the ICJ, endorsing diplomatic efforts, communicating with the ICJ on initiating legal procedures, and representing Cambodia before the ICJ.

This meeting is seen as a positive step towards resolving the border dispute in a peaceful and mutually beneficial manner. The Kingdom of Cambodia has expressed its intention to submit an application for the Court's adjudication on the border dispute over the four areas, following Cambodia's written notification to the ICJ on 15 June 2025.

The meeting also highlights the importance of regional cooperation and diplomacy in resolving international disputes. Cambodia's efforts to engage with neighboring countries and international organizations, such as the Association of Southeast Asian Nations (ASEAN), underscore its commitment to maintaining regional stability and promoting peaceful resolution of conflicts.
