African Leaders Sign Historic Peace Agreement to End Years of Conflict

On June 27, 2025, in a significant development for regional peace and stability, the Democratic Republic of the Congo (DRC) and Rwanda signed a landmark Peace Agreement at a ceremony attended by top officials from the African Union and Qatar. The agreement marks a major milestone in the pursuit of lasting peace and prosperity for the DRC, Rwanda, and the broader Great Lakes region of Africa.

Foreign Minister Thérèse Kayikwamba Wagner signed on behalf of the Government of the DRC, while Foreign Minister Olivier Nduhungirehe signed on behalf of the Government of Rwanda. Secretary of State Marco Rubio served as a witness to the historic moment.

The signing ceremony was witnessed by African Union Chairperson Mahmoud Ali Youssouf, Togolese Foreign Minister Robert Dussey, and Qatari Minister of State Mohammed bin Abdulaziz Al-Khulaifi, who acted as observers. The agreement’s successful completion reflects months of sustained negotiations led by Senior Advisor Massad Boulos.

Comprehensive Agreement to Address Root Causes of Conflict

The Peace Agreement addresses key issues of governance, security, and economic integration that have long plagued the DRC and Rwanda. These discussions laid the foundation for a comprehensive agreement that confronts the root causes of a protracted conflict and supports a sustainable path toward regional peace and stability.

Building upon the Declaration of Principles signed by both parties on April 25, 2025, the Peace Agreement represents a significant achievement in the pursuit of lasting peace. The United States has reaffirmed its commitment to supporting the full and timely implementation of the agreement.

Closer Cooperation with African Union and Regional Partners

In close coordination with the African Union, Qatar, and Togo, the United States will continue to engage both parties to ensure implementation of the obligations laid out in the agreement. This cooperation aims to facilitate a smooth transition toward regional peace and stability.

The signing of the Peace Agreement marks a new chapter in the pursuit of lasting peace and prosperity for the DRC, Rwanda, and the broader Great Lakes region. As part of this effort, the United States looks forward to hosting a Summit of Heads of State at the White House in the coming weeks to further advance peace, stability, and mutual economic prosperity.
