The United States has taken targeted action against individuals and entities that have generated significant revenue for Iran-backed Ansarallah, commonly known as the Houthis. The sanctions, announced on June 20, 2025, target vessels and their owners and operators that have undermined U.S. sanctions, as well as front companies and Houthi operatives involved in illicit trade and smuggling.
The move is part of the US government’s efforts to eliminate the threats posed by the Houthis. By targeting the illicit front companies and facilitators that sustain the Houthis, the US aims to deprive them of resources needed to carry out their reckless and destabilizing actions. The US is committed to protecting American servicemembers and allies, defending freedom of navigation, and combating Houthi exploitation of Yemenis.
The sanctions are being taken pursuant to the counterterrorism authority Executive Order 13224, as amended. This executive order was first introduced in 2001 and has been amended several times since then. The US Department of State designated Ansarallah as a Specially Designated Global Terrorist (SDGT) under this order in February 2024.
In addition to the sanctions, the US Department of State has also re-designated Ansarallah as a Foreign Terrorist Organization pursuant to section 219 of the Immigration and Nationality Act, as amended. This designation was previously announced on March 5, 2025.
The move is seen as a significant step in the US effort to counter the activities of the Houthis, who have been accused of conducting various forms of terrorist activity, including rocket attacks and missile launches.
