In a significant boost to Ukraine’s efforts to investigate and prosecute war crimes, the Swedish government has announced a commitment of €25 million to help digitalise the country’s criminal case processing systems. The new funding, part of broader EU assistance, aims to increase Ukraine’s ability to deliver justice for victims of Russia’s full-scale invasion.
Since February 2022, Russia’s military aggression in Ukraine has resulted in numerous atrocities, including attacks on civilians, schools, hospitals, and homes. The Swedish government has long-standing concerns about the impact of these actions on human rights and the rule of law. By providing this support, Sweden is taking a significant step towards ensuring that justice is served for those affected.
The funding will be channelled via the Swedish Civil Contingencies Agency (MSB) in cooperation with the European Union Advisory Mission (EUAM) and the Prosecutor General’s Office of Ukraine. The new digital case processing system will enable criminal cases to be handled more rapidly, reducing waiting times for justice for war crime victims.
“This support makes a difference and we are proud to be involved in building a more resilient and modern judicial system in Ukraine,” said Minister for International Development Cooperation and Foreign Trade Benjamin Dousa. “Since Russia’s full-scale invasion, we have seen Russia bomb everything from playgrounds to children’s hospitals, schools and homes. The Government wants to help ensure justice for the victims of the war.”

In addition to the €25 million, Sweden has previously provided significant hardware and software donations to the Ukrainian security services, police, and Prosecutor General’s Office through MSB. These contributions have helped modernize the judicial system in Ukraine and support its efforts to combat corruption and organized crime.
