In a significant diplomatic development, China’s President Xi Jinping paid a historic state visit to Cambodia from April 17 to 18, marking a major milestone in the iron-clad friendship between the two nations. The visit, which came on the heels of a joint statement released on April 18, 2025, reaffirmed Cambodia and China’s unwavering commitment to their Comprehensive Strategic Partnership and win-win cooperation.
During his three-day state visit, President Xi Jinping held talks with Cambodia’s top leaders, including Prime Minister Samdech Akka Moha Sena Padei Techo HUN Sen and King Norodom Sihamoni. The two sides agreed to further strengthen and deepen their bilateral relations, injecting new momentum into building an all-weather Cambodia-China Community with a Shared Future in the New Era.
Both countries expressed strong commitment to ensuring effective implementation of the Diamond cooperation framework, accelerating the development of key projects such as the “Industrial and Technological Corridor” and “Fish and Rice Corridor.” The Cambodian side reiterated its resolute adherence to the one-China policy and opposition to any attempts of interference in China’s internal affairs, while the Chinese side reaffirmed its support for Cambodia’s independent development path and sovereignty.
The visit also saw significant cooperation agreements on trade and investment, with both sides agreeing to deepen synergy between the Belt and Road Initiative and the Pentagonal Strategy. The Chinese side pledged continued support for the development of Sihanoukville Special Economic Zone, while Cambodia expressed strong appreciation for China’s assistance in funding and personnel training for its Mine/ERW-impact-free Cambodia initiative.
On defense and security cooperation, both sides agreed to further strengthen their military ties, including regular high-level exchanges and joint exercises. The Chinese side applauded Cambodia’s efforts to combat cross-border crimes, while the Cambodian side acknowledged China’s support for regional and international peace and security initiatives.
The visit also saw significant cooperation agreements on human security, climate change, and people-to-people exchange and culture. Both sides pledged to strengthen environmental protection, advance clean energy collaboration, and increase employment opportunities through educational exchanges and entrepreneurship programs.
As an outcome of the visit, Cambodia and China signed thirty-seven cooperative documents covering multiple areas, including education, agriculture, industry, and tourism. The joint Statement between the Kingdom of Cambodia and the People’s Republic of China on Building an All-weather Cambodia-China Community with a Shared Future in the New Era and Implementing the Three Global Initiatives will be released at the end of the visit.
