Cambodia Deepens Diplomatic Ties with Regional and Global Partners

In a statement released on 12 Jul 2025, the Ministry of Foreign Affairs and International Cooperation announced several key diplomatic developments, showcasing Cambodia's commitment to strengthening regional and global partnerships.

The Ministry's Deputy Prime Minister, PRAK Sokhonn, attended high-level meetings in Kuala Lumpur, Malaysia, including the ASEAN Post Ministerial Conference (PMC) 10+1 Sessions with the European Union and the United Kingdom, the 15th East Asia Summit (EAS) Foreign Ministers’ Meeting, the 32nd ASEAN Regional Forum, and the Fourth Conference on Cooperation Among East Asian Countries for Palestinian Development (CEAPAD IV). These meetings demonstrate Cambodia's active role in promoting regional cooperation, economic growth, and development.

During the PMC+1 Session with the European Union, Deputy Prime Minister PRAK Sokhonn emphasized the importance of advancing a region-to-region Free Trade Agreement (FTA), recognizing it as a strategic path to expand market access, foster sustainable economic growth, and promote mutual understanding between both regions amidst global economic uncertainties. He also highlighted the significance of aligning the ASEAN Connectivity Strategy with the EU's Global Gateway and EU-Asia Connectivity Strategies to unlock new opportunities for cooperation.

The meeting with the United Kingdom focused on commemorating the 5th Anniversary of the ASEAN-UK Dialogue Relations, exploring prospects of an ASEAN-UK Free Trade Agreement, and strengthening collaboration on digital innovation, green transition, and education. Deputy Prime Minister PRAK Sokhonn welcomed the UK as a strong economic partner and expressed appreciation for its continued support in these critical areas.

The 15th EAS Foreign Ministers’ Meeting reviewed progress on the implementation of the EAS Plan of Action 2024-2028, emphasizing the need to align priorities with the ASEAN 2045: Our Shared Future and its Strategic Plans. Deputy Prime Minister PRAK Sokhonn emphasized the vital role of the EAS as a Leaders-led platform in promoting strategic dialogue and practical cooperation that delivers lasting impacts for the region.

The 32nd ASEAN Regional Forum saw Deputy Prime Minister PRAK Sokhonn underscore the importance of rising partnerships across the Asia-Pacific, welcoming progress made in implementing the ARF Ha Noi Plan of Action II (HPOA II) 2020-2025. He urged all Nuclear Weapon States to formally recognize the SEANWFZ Treaty and emphasized the need for greater cooperation through sharing best practices and capacity-building.

The 13th Mekong-ROK Foreign Ministers’ Meeting noted progress under the Mekong-ROK Plan of Action (2021-2025), reaffirming commitment to open, inclusive, and mutually beneficial cooperation for sustainable development. Deputy Prime Minister PRAK Sokhonn acknowledged the ROK's continued support and identified key priorities for the next five years, including digital transformation, non-traditional security, human capital development, and cultural preservation.

The Fourth Conference on Cooperation Among East Asian Countries for Palestinian Development (CEAPAD IV) saw Ministers reaffirm their support for Palestine’s development, committing to strengthening cooperation in key sectors such as human resource development, agriculture, and technology. Deputy Prime Minister PRAK Sokhonn expressed Cambodia's solidarity with CEAPAD member states and pledged financial contribution to support emergency response efforts.

During bilateral meetings on the sidelines, Deputy Prime Minister PRAK Sokhonn discussed ways to deepen traditional ties with India, explored cooperation with New Zealand, touched upon key areas of cooperation with the United States, and concurred with Pakistan on coordinating mutually convenient dates for a visit by Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of Cambodia.
