Russia to list foreign educational and research institutions for automatic recognition of diplomas

The authorities will expedite and simplify the
process for selecting foreign educational and research institutions whose
diplomas are recognised automatically in Russia. This will make it possible to
enrol more foreign students and to provide employment for new skilled
specialists.

Foreign citizens wishing to further their education
in Russia or to gain employment here must go through the degree verification process.
University graduates from countries covered by bilateral agreements, as well as
graduates of research and educational institutions included in a special list,
are the only exception. Their diplomas are recognised automatically.

A resolution signed by Prime Minister Mikhail
Mishustin approves a new process for compiling this list. Earlier, two lists
were compiled each year that dealt with higher education documents and academic
degrees, respectively. The educational and research institutions issuing them
often duplicated each other’s functions. From now on, the lists will merge into
a single document. This will expedite the process of selecting institutions, as
well as compiling and coordinating the list.

The list of international university rankings used
to select prospective institutions for the list also continues to expand. Apart
from the Academic Ranking of World Universities, the QS
World University Rankings and The Times Higher Education World University
Rankings, the list will take into account the U.S. News Best Global
Universities world rankings and the Three University Missions Moscow international university ranking.

The Ministry of Science and Higher Education will
collect data on the institutions and compile the list establishing equivalency
between foreign and Russian degrees. The final document should be coordinated
with the Russian Foreign Ministry and the Federal Service
for Supervision in Education and Science and submitted to the Government by 15 December 2021 for approval.
