The particular adoption of this Resolution is a significant reform to UN targeted sanctions, and consistent implementation by Member States is key in order to its success. As I introduced during the UN General Set up High-Level Week in Sept, the United States will integrate humanitarian authorizations across the domestic sanctions programs. We look forward to working with various other Member States and humanitarian education actors to ensure aid is constantly on the reach those in need, while maintaining the honesty of sanctions that help promote global peace plus security.
Today’s adoption of UN Security Council Resolution 2664 is a critical stage to enabling the unimpeded delivery of food, medicine, and humanitarian aid, whilst upholding robust sanctions – critical to driving our foreign policy goals. The UN Security Authorities adopted this Resolution, that the United States co-drafted with Ireland in europe, to create a carveout across EL sanctions regimes that shields humanitarian assistance and other routines that meet basic human needs. Through the ownership of the Resolution, the EL Security Council is delivering a clear message that sanctions will not impede the delivery of critical humanitarian help by reputable humanitarian organizations. This Resolution contains safeguards to protect against abuse and evasion by sanctioned persons and entities, which includes by establishing reporting requirements to ensure detection and mitigation of possible aid curve.
By providing exceptions for humanitarian activities across UN sanctions routines, the Resolution provides much-needed clarity to the international community, humanitarian assistance providers, plus critical commercial service providers, which supports facilitate the delivery of aid and goods that are critical to saving life around the world. This objective is more important than ever because the world faces unprecedented degrees of humanitarian need, with some 339 million people in need of humanitarian aid and nearly fifty million people on the verge of famine. We are committed to supporting life-saving humanitarian efforts, providing greater than billion in zwei staaten betreffend humanitarian assistance in FY 2022.
