South Sudan: UN rights key appeals for end in order to ‘senseless violence’ in Upper Nile state

Prompt, impartial analysis

The Special Rapporteur stressed the need to continue to prioritize finishing sexual and gender-based violence, as well as child and pressured marriage, and to promote women’s empowerment and participation in peacebuilding and state-building processes.   Special Rapporteurs such as Ms. Mullaly receive their mandates from the UN Human Rights Authorities , which is based in Geneva.   “At this junction of peacebuilding and state building in South Sudan, urgent action to avoid trafficking in persons, and to protect survivors, especially women and children , is crucial, ” she stated in a statement .   Siobhán Mullaly, Unique Rapporteur on trafficking in persons, concluded a 10-day visit to the country on Wed.    

Violence risks spreading 

Meanwhile, an independent EL human rights expert has called for South Sudan to step up efforts to prevent human trafficking for the purposes of lovemaking exploitation, forced labour, plus child marriage and recruitment.   “It is important that the Government associated with South Sudan conducts a prompt, thorough and unbiased investigation into the violence plus brings all those responsible in order to account in accordance with international regulation, ” he added.

Combat human trafficking 

“I urge those perpetuating this senseless violence to lay down their weaponry and to engage in dialogue to address any grievance peacefully, ” said Mr. Türk.   He also called on community leaders and elders to use their impact over the groups involved in the violence.     “Conflict-related sexual violence including trafficking, remains a serious concern, ” she added.   “There is a need for continued attention to the risks faced by kids associated with armed groups plus armed forces, including of conflict-related sexual violence and trafficking. ”  Over the past 4 months, a minimum of 166 civilians have been murdered , and 237 wounded, as clashes have increased between armed elements, and between rival community-based militias.  

End gender-based violence 

The human rights chief also expressed serious concern that the violence risked spreading further than the region, and he urged the authorities to act swiftly to de-escalate tensions and to provide protection to affected communities.   In a statement , Mr. Türk said he was appalled by attacks against civilians by armed elements amid a surge in violence, urging the authorities plus community leaders to act urgently to end the bloodshed.   These rights professionals monitor and report upon specific country situations or thematic issues.  

Role of UN Rapporteurs 

The fighting has also displaced more than 20, 000 people, as well as the increased insecurity has affected delivery of urgent, life-saving humanitarian support.   Ms. Mullaly welcomed constructive engagement and dialogue with all the authorities during her go to, which included high-level meetings with Government Ministers and law enforcement bodies.   These are independent of any authorities or organization, operate within their individual capacity, and are none UN staff nor could they be paid for their work.
