Peru: UN rights office calls for probe into protestor fatalities

“We reiterate the call for security forces in order to comply with human rights standards and ensure that force can be only utilized when strictly necessary , and, if so, in full compliance using the principles of legality, safety measure, and proportionality, ” mentioned Ms. Hurtado.   Mr. Castillo was subsequently caught and replaced by the Vice President, prompting his supporters to take to the streets.   Clashes involving police and military have left some 40 people dead, and 518 wounded.  

Latest deadly clash 

The protests were sparked after the former Leader, Pedro Castillo, attempted to break down Congress and rule simply by decree, which many viewed as unconstitutional.     “We are very concerned at the rising violence in Peru, which on Monday 9 January noticed one of the deadliest days since unrest erupted in early December, ” Spokesperson Marta Hurtado said in a statement. “We note the federal government has sent a high-level mission to Puno and it has convened a national conversation platform. It is essential that any negotiations are meaningful, using the involvement of all stakeholders, ” she added.   Ahead of the planned national strike on the coming days, OHCHR provides called on the demonstrators to exhibit restraint while exercising their particular right of peaceful assembly.  

Appeal for restraint 

Citing official reviews, OHCHR said a least 17 people, including a small, were killed on Mon in Juliaca, in the the southern part of region of Puno, while a police officer was murdered on Tuesday after their vehicle was set ablaze.   “We urge the particular authorities to carry out prompt, impartial and effective investigations to the deaths and injuries, keeping those responsible to accounts and ensuring victims get access to justice and redress, ” said Ms. Hurtado.
