Questions and answers about the entry ban from EEA states and certain other states

1) To be allowed to enter Sweden from these countries, a foreign citizen must belong to one of the following categories of people (those who do not cannot enter, even if they can present a negative COVID-19 test result). Neither the entry ban nor the test requirement applies to Swedish citizens.

  • People who live in Sweden
  • People who work in Sweden
  • People travelling between Bornholm and another part of Denmark via Sweden
  • People with imperative family reasons
  • People who carry out, are involved in or are being transported by medical transport services
  • People who are to undergo surgery or other types of care that cannot be delayed
  • People in the transport sector
  • Diplomats and Consular Officers who are employed in Sweden by foreign states and their families and employees
  • People who work in international organisations or are invited by such organisations and whose presence is necessary for the organisations’ activities
  • Children travelling to be with a parent who lives in Sweden, and the person accompanying the child on such trips
  • Parents travelling to be with their children who live in Sweden
  • People in need of international protection or who have other humanitarian grounds
  • Military personnel and other personnel within the scope of international defence cooperation
  • People who need to cross the border to engage in reindeer husbandry
  • Air travellers in transit
  • Seafarers
  • Personnel within the scope of international police, customs or emergency services cooperation
  • People who are to take part in or perform necessary tasks at elite sports competitions.

2) If a person belongs to one of these categories, they must also be able to present a certificate showing a negative result for ongoing COVID-19 infection from a test conducted within 48 hours*

However, the following categories are exempt from the test requirement:

  • People under the age of 18
  • People who live in Sweden
  • People with imperative family reasons
  • People who carry out, are involved in or are being transported by medical transport services
  • People who are to undergo surgery or other types of care that cannot be delayed
  • Personnel within the scope of international police, customs or emergency services cooperation
  • People in the transport sector
  • Seafarers
  • People who need to cross the border to engage in reindeer husbandry
  • People in need of international protection or who have other humanitarian grounds
  • Officials at Danish authorities or other Danish public bodies travelling on business between Bornholm and another part of Denmark via Sweden

It is the responsibility of the enforcing authorities (primarily the Swedish Police Authority) to determine in each individual case how the exemptions are to be interpreted and which decisions are to be made. The Government refers to the Swedish Police Authority for information about the practical application of these rules.

* People who repeatedly cross the border to work in Sweden or another state (commuters) may use the results of a test conducted within a week prior to arrival in Sweden. As of 31 March, people who regularly cross the border to study in Sweden will also be able to use COVID-19 test results that are no older than 7 days.

** Please note: The Government has decided on amendments that apply to Denmark, Norway and the United Kingdom as of 31 March 2021.
