Myanmar’s Response to the Acting High Commissioner’s oral update on human rights situation in Myanmar at the 51st session of the Human Rights Council(26-9-2022)

​-​These duplicated mechanisms created after the 2017 incident in Rakhine State along with the mandate given to the OHCHR never help address the challenges that Myanmar has been facing. Rather they create more misunderstanding, distrust and divisions among the diverse communities of the country.

-​The Government of Myanmar has fully committed towards national reconciliation, peace and development to build a democratic federal Union. Putting pressures by some countries through duplicated UN mechanisms will only pose obstacles upon Myanmar’s efforts to advance national reconciliation.

-​The Acting High Commissioner’s oral update on human rights situation in Myanmar was held on 26 September 2022 at the 51st session of the Human Rights Council in Geneva.
-​The displacement of people in northern Rakhine took place in the aftermath of the multiple terrorist armed attacks on Myanmar security posts by ARSA terrorists in Maung Taw District in August 2017. The origin of the issue was emanated from the incident took place in Northern Rakhine State in 2017 when the terrorist attacks were launched by ARSA aka Aqua Mul Mujahidin.

-​It is learnt that the OHCHR and the Acting High Commissioner and the Special Rapporteur are inciting the international community to impose sanctions and unilateral measures which are clearly going contrary to the right to development of the people of Myanmar.
-​Therefore, the Government of Myanmar strongly rejects the Acting High Commissioner’s oral update and urges the Acting High Commissioner to uphold the principle of non-politicization and non-interference in internal affairs of a sovereign country.
-​Although the bilateral mechanism could not commence the repatriation process yet, over 700 displaced Bengalis have returned to Myanmar with their own volition. It is necessary to recognize that many displaced persons have been facing life-threatening challenges and could not return to Myanmar, as extremists are active in the camps in Bangladesh side.

-​This oral update presented by the Acting High Commissioner followed by the General Debate is the fourth agenda in the programme of work of the 51st session of the Human Rights Council. Within 4 weeks of the 51st session of the Human Rights Council, more than 5 hours was solely targeted on Myanmar.
-​This oral update delivered by the Acting High Commissioner is again full of overlapped, unfounded allegations, fabricated accusations with the one-sided articulation which fail to meet principles of the Council of impartiality, inclusivity, objectivity and non-selectivity.
-​With regard to the Humanitarian Assistance to those who in need, the Government has adopted a policy of no one left behind in addressing the challenges. In line with the Point 4 of the ASEAN Five-Point Consensus, AHA Centre, competent Myanmar authorities and Myanmar Task Force have been cooperating. After completion of the first phase, lifesaving, the Government has been working with ASEAN for the second phase, life sustaining.
-​The Ministry of Foreign Affairs has already issued a press release in connection with the incident in border area with Bangladesh on 19 September 2022. The Ministry also made a public statement with regard to the incident in Letyetkone village in Depeyin Township, Sagaing Region on 23 September 2022. <!–
