KATMANDU, Nepal — Prime Minister Narendra Modi of India continued his wooing of the people and leaders of Nepal here Monday by praying at the country’s most important Hindu temple and meeting top political leaders.
Mr. Modi promised not to interfere in Nepal’s internal politics, but his graceful speech before the country’s legislature on Sunday and his rapturous reception by the country’s people and media shifted the country’s political debate.
