EU extends mandates of six EU special representatives

The Council has extended the mandates of six EU special representatives (EUSRs).

  • The mandate of Eamon Gilmore as the EUSR for Human Rights has been extended until 28 February 2023. Mr Gilmore was first appointed on 1 March 2019.
  • Toivo Klaar has had his mandate as the EUSR for the South Caucasus and the Crisis in Georgia extended for a further 12 months, until 28 February 2022. Mr Klaar was first appointed in November 2017.
  • The mandate of Ángel Losada Fernández as EUSR for the Sahel has been extended for a further four months, until 30 June 2021. Mr Losada Fernández was first appointed in December 2015.
  • Peter Burian has had his mandate as the EUSR for Central Asia extended for a further four months, until 30 June 2021. Mr Burian was first appointed in April 2015.
  • The mandate of Alexander Rondos as the EUSR for the Horn of Africa has been extended for a further four months, until 30 June 2021. Mr Rondos was first appointed in December 2011.
  • Susanna Terstal has had her mandate as EUSR for the Middle East Peace Process extended for a further two months, until 30 April 2021. Ms Terstal was first appointed in September 2018.

This year, the High Representative will appoint new EUSRs for the Sahel, Central Asia, the Horn of Africa and the Middle East Peace Process.

Background and next steps

EU special representatives promote the EU’s policies and interests in specific regions and countries, as well as on issues of particular concern or interest for the EU. They play an active role in efforts to consolidate peace, stability and the rule of law. The first EUSRs were appointed in 1996. Currently, nine EUSRs support the work of the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell. These include the six mentioned above and Special Representatives for the Belgrade-Pristina Dialogue and other Western Balkan regional issues, Bosnia and Herzegovina and Kosovo.
