International Sanitary Control Measures.
Cuba is heading towards a controlled and staggered reopening of its borders, which has among its security guarantees that more than 76% of the Cuban population is vaccinated with the currently established scheme. (MINSAP, November 13)
On the other hand, workers in the tourism sector and workers in transport, customs, immigration and aviation, together with those of Public Health, were among the first to be vaccinated, and a booster dose will be applied to them.
In correspondence with the results achieved, the International Sanitary Control measures that were adopted in the community transmission phase are made more flexible and the following are established:
1. The mandatory quarantine of international travelers upon arrival in the country was eliminated.
2. The performance of border entry RT-PCR is eliminated.
3. All international travelers (Cubans or foreigners) who arrive in the country must present a health passport or international anti-COVID-19 certificate of those vaccines certified by the corresponding regulatory agencies.
4. All travelers who do not present a health passport or international anti-COVID-19 vaccination certification must carry a COVID-19 negative RT-PCR certification, carried out no more than 72 hours before traveling, in a certified laboratory in the country of origin.
5. Children under 12 years of age, regardless of their nationality, upon arrival in Cuba, will be exempt from presenting a vaccination schedule or RT-PCR test.
6. When boarding the flight at origin, airlines will require their passengers to provide evidence of a vaccination certificate, or a negative RT-PCR test applied within 72 hours beforehand, in a certified laboratory in the country of origin.
7. The presentation of the Declaration of Health of the Traveler (Affidavit of Health) will be requested.
8. The International Sanitary Control staff will randomly take a sample for RT-PCR at the airport.
9. The mandatory use of the mask is maintained within the air and port terminals, as well as throughout the country.
10. Epidemiological surveillance of international sanitary control will be maintained at all points of entry: ports, airports, marinas.
11. All international travelers who arrive in the country through any point of entry and show signs and symptoms of COVID-19 or another communicable disease, will be referred to a health institution for this purpose and a PCR-RT test will be performed.
12. Epidemiological surveillance of tourists in the hotel facilities will be maintained during their stay in the country, for this, medical assistance is strengthened with the location of basic health equipment.
13. The owners of the rental houses or people who host non-resident travelers in the country are responsible for immediately informing the corresponding health authorities of the appearance of any symptoms that they present.
14. The health areas in the community will maintain epidemiological surveillance of tourists staying in private homes, establishing the obligation to appear before the health authorities, in case of presenting signs or symptoms suggestive of COVID-19.
15. For Cuban travelers residing in the country, the obligation to appear at the family doctor’s office or health area is restored within a period of no more than 48 hours after their arrival, to be followed up by the family doctor.
16. All Cuban travelers residing in the country, if not vaccinated, will be tested for the SARS-CoV-2 antigen, on the 7th day of arrival, in his health area; and in case of presenting symptoms, it will be treated as a suspicious case.
The Ministry of Tourism works according to a responsible recovery of tourism in Cuba, for which all the facilities that will provide service, have the certification of More Hygienic and Safe Tourism, thus guaranteeing compliance with the sanitary protocols established by the Ministry of Public Health and Tourism.
On the other hand, a second cycle of training is being carried out on the sanitary hygienic protocols of the sector, where state and non-state workers participate, and emphasis is placed on raising the perception of risk and the redesign of the processes that guarantee the tourist operation, in By virtue of compliance with the protocols, without affecting the quality of the service.
The protocols are reinforced in the facilities, the use of the mask in closed places and in the presence of other people, physical distancing (with capacity for the different premises of the facility), constant sanitation, hand disinfection measures, taking temperature, among others.
