“The Congress in Arms”, as Fidel described it, in the inaugural speech was held in one of the most difficult moments for the country, as it was held after the disintegration of the Union of Soviet Socialist Republics (USSR), and the collapse from the socialist camp of the Eastern European countries.
All of this caused a profound decline in the commercial relations of Cuba and those countries and, as a consequence, had a very high cost for the Cuban economy and society.
This situation led the Cuban State to make efforts to adapt to a new and complex international reality, in which the nation had to put all its ideological reserves in tension without the help of hitherto strategic allies in the construction of socialism.
That is why the IV Congress was responsible for analyzing the application of the measures for the implementation of the Special Period in Times of Peace that led to temporarily bypass those implemented in the process of rectifying errors and negative trends.
