Presentation: The UK supports the development of the Security Council

Thank you Co-Chairs. The UK recognises that the world is not the same today as it was in 1946 when the Security Council first met, or as it was in 1965 when it was last expanded. This is why the UK has long supported reform of the Protection Council. This task is more appropriate and important today than ever. At a time when the Charter by itself is under threat subsequent Putin’s unprovoked invasion associated with Ukraine it is incumbent on all of us to ensure the Security Council is able to uphold international peacefulness and security. And to show that we are united within our commitment to the principle that no state should endanger or use force against the territorial integrity or political independence of another, since enshrined in the Charter. Thank you, co-chairs for convening this meeting. All of us look forward to discussions in the arriving months as a further phase towards securing a Security Council that is fit for objective for the twenty first one hundred year. The united kingdom believes that to fulfil its important mandate, the Security Council must be efficient, effective, and accountable. This is why the united kingdom was proud to co-sponsor the initiative led simply by Liechtenstein last year to bring better scrutiny to the use of the veto in the Security Council. In fact it is why we approach the job of Security Council reform seriously. Although we recognize its inherent challenges, all of us believe momentum for modify is building around the EL, and hope that all Associate States will approach these types of negotiations with flexibility and the intent to make progress. For the United Kingdom I’d like to thanks to taking on the responsibility of co-chairing this session of the Intergovernmental Negotiations on Security Authorities reform. Our placement is grounded on the core principles of the UN Charter: that the Council should represent the world whose peace plus security it seeks to shield and should draw on different perspectives and expertise. Which Council members are ready and able to contribute to the maintenance of international peace plus security. On the question of regional representation, we are also clear that the Council works on behalf of the whole membership and thus we remain clear that States are elected towards the Council, by the General Set up, in their own right. We all note that this is reflected in the Co-Chairs Elements Paper associated with 2022. All of us remain convinced that a move to text-based negotiations in a set timeframe could help us in making meaningful progress on our group task. I would like to reiterate the UK’s longstanding placement – as articulated lately by Foreign Secretary Adam Cleverly: the UK supports the permanent membership of Brazil, Germany, India, and Japan; permanent African representation; as well as the further expansion of the non-permanent category towards a total membership rights in the mid-20s.
