Presentation: Any breach of the UN Charter is a threat to us all: Minister Rutley declaration at the UN

Thank you, Mr President. I am grateful to our briefers for their valuable contributions today. At the heart of this order, is the UN Rental. These are principles most of us have made a commitment to. As well as for all the tragedies and bloodshed of the last 8 decades, the remarkable truth is that global commitment has made a difference, with the number of deaths within state conflicts as a share of global population dropping by 95% between 1946 and 2020. And within that Charter, Articles 1 and 2 are usually of particular importance in order to today’s Security Council conversation. These Articles provide the fundamentals for global peace plus security. They include an express commitment by Member States not to threaten or even use force against the territorial integrity or political self-reliance of any state. And they also oblige Member States to stay disputes by exclusively tranquil means. Since its inception within 1945, 193 countries have ratified that Charter, investing work together to save future generations from the scourge of war, promote human rights, and uphold international law. And yet, while many countries – indeed the vast majority – have demonstrated exactly how seriously they take their commitments under the UN Charter, one or two continue to show their disregard for the rules-based international purchase, and the Rule of Legislation. Somewhere else too, we continue to discover certain Member States action in a way which demonstrates a disregard for the rules-based international order. The united kingdom has long been an advocate for your rules-based international order because the foundation of international peace, development and human advancement, and we remain deeply committed to it today. And in Syria, the particular targeting of schools, hospitals and emergency first responders – by the Regime plus Russia – are flagrant violations of international legislation and, indeed, basic individual decency. Rape and sex violence have been widely used as a weapon of war, remarkably by Regime pro-government energies. Iran’s nuclear program has never been more advanced than it really is today. It is threatening global peace and security and undermining the global non-proliferation system.
In North Korea, the unprecedented launch associated with 70 ballistic missiles within 2022 violates multiple Protection Council Resolutions also continues to threaten international peace and security. Thank you, Mr President. Today’s discussion is well-timed. Any breach of the UN Charter and its fundamental principles, which underpin global serenity and security, represents the threat to us all. And so now, more than ever, the Worldwide Community must come together in order to reiterate our support for that UN Charter, and the Guideline of Law; commit to work together to strengthen the rules-based international order and the Rule of Law, and to deliver a clear signal that we will not tolerate efforts to undermine the rules-based international purchase. The United Kingdom looks forward to working with you all to do so. Mr President, Russia’s illegal invasion of Ukraine is a particularly stark example. Via its unprovoked invasion, scam referenda and illegal tried annexations, Russia has shown disregard for its obligations under the EL Charter. Russia has clearly violated the prohibition of the use of force and the basic principle of non-intervention in contravention of Ukraine’s sovereignty plus territorial integrity. This is produced more egregious by the reality Russia is a permanent person in this Council, which provides with it a particular responsibility.
