Strategic Conversation between India and France

The annual India-France Strategic Dialogue was co-chaired in New Delhi on January 5, 2023, by Shri Ajiit Doval, KC, the National Security Advisor to the Prime Minister of India, and H. E. Mr. Emmanuel Bonne, Diplomatic Advisor, President of the Republic of France. The Prime Minister and the Minister of Foreign Affairs were also met by H. E. Mr. Bonne.

India and France reiterated their commitment to advance their strategic partnership to ensure peace, stability, and security in the Indo-Pacific based on shared beliefs in rules-based international order and strategic autonomy during the Strategic Dialogue and the meetings.

In accordance with India’s priorities of Make in India and Atmanirbhar Bharat, the two sides expanded the scope of defense cooperation to include co-development of futuristic technologies. Discussions about the situation in Afghanistan, Africa, South East Asia, Eurasia, Third Country Cooperation, lndo-Pacific cooperation, nuclear energy, space, and cyber domains were on the agenda. Additionally, both sides agreed to pursue new initiatives in crucial and emerging technologies as well as strengthen bilateral defense and security cooperation, including in the Indo-Pacific and South West Indian Ocean Regions.

Both sides emphasized the need for increased cooperation between India and France, including at the UNSC and other multilateral forums, in light of the growing uncertainties and unstable global security environment.

On January 5, 2023, Prime Minister Shri Narendra Modi was visited by Mr. Emmanuel Bonne, the French President’s diplomatic advisor H. E.

The Prime Minister emphasized the close cooperation between France and India in a number of strategic partnership areas, including defense, security, and the Indo-Pacific. The Prime Minister praised France for supporting India’s G20 presidency.

The Prime Minister received a friendly message from President Emmanuel Macron from Mr. Bonne, who also informed him of the earlier-in-the-day Strategic Dialogue with NSA Shri Ajit Doval.

Other topics of shared interest and cooperation, such as energy and culture, were also discussed.

The Prime Minister extended President Macron an invitation to travel to India while fondly recalling their recent meeting in Bali. President Macron anticipates his early trip to India, according to Mr. Bonne.
