Guyanese fishing vessels intercepted by Venezuelan naval vessel

PRESS STATEMENT
The Ministry of Foreign Affairs of the Cooperative Republic of Guyana has confirmed reports that two Guyanese registered fishing vessels – the Lady Nayera and the Sea Wolf – operating off the coast of Waini Point within Guyana’s Exclusive Economic Zone, were intercepted by Venezuelan naval vessel Commandante Hugo Chavez GC 24 on Thursday January 21, 2021. The Captains were instructed to chart a course to Port Guiria where the boats and crew have been detained. To date, the Government of Guyana has not been informed by the Government of Venezuela of the detention of its nationals. The Venezuelan vessel was illegally manoeuvring within Guyana’s EEZ and Contiguous Zone when it intercepted, boarded and commandeered the Guyanese fishing vessels. The Ministry of Foreign Affairs is currently seeking to ascertain the status and welfare of the crew members.

Guyana condemns in the strongest possible terms this wanton act of aggression by the Venezuelan armed forces against Guyana and Guyanese citizens. This Venezuelan action amounts to an interference with the sovereign rights of Guyana in its EEZ, contrary to international law. It is noted that this latest hostility follows closely on the heels of a Decree recently issued by President Nicolas Maduro which purports to establish “a new maritime territory of Venezuela called ‘Territory for the development of the Atlantic Façade’”, encompassing Guyana’s territorial waters, EEZ and continental shelf, as well as its land territory west of the Essequibo River. Guyana has emphatically condemned this Venezuelan Decree as a flagrant violation of its sovereignty and sovereign rights, and of fundamental rules of international law.

The Government of Guyana insists on the immediate release of the crew and vessels. It further exhorts the Government of Venezuela, and its agents, to behave in a manner consistent with international law and good neighbourly relations.

The international community will be kept informed of all actions undertaken by Venezuela to undermine the sovereignty and territorial integrity of Guyana.


El Ministerio de Relaciones Exteriores de la República Cooperativa de Guyana tiene informes confirmados de que dos embarcaciones pesqueras registradas en Guyana – la Lady Nayera y el Sea Wolf – que operaban cercanas a la costa del punto Waini dentro de la Zona Económica Exclusiva de Guyana, fueron interceptadas por el buque militar venezolano Comandante Hugo Chávez GC 24, el martes 21 de enero de 2021.

Se les instruyó a los Capitanes de trazar una trayectoria hacia el Puerto de Guiria, donde las embarcaciones y sus respectivos tripulantes han sido detenidos. Hasta la fecha, el Gobierno de Venezuela no le ha informado al Gobierno de Guyana de la detención de sus nacionales. El buque venezolano se encontraba realizando maniobras ilegales dentro de la Zona Económica Exclusiva y la Zona Contigua cuando interceptó, abordó y se apoderó de las embarcaciones pesqueras guyanesas. En este momento, el Ministerio de Relaciones Exteriores intenta determinar el estado y bienestar de los tripulantes.

Guyana condena enérgicamente este acto de agresión deliberado de las Fuerzas Armadas de Venezuela en contra de Guyana y sus ciudadanos. Este acto de Venezuela se trata de una intromisión en los derechos soberanos de Guyana en su Zona Económica Exclusiva; en contra del derecho internacional.

Cabe señalar que esta última hostilidad sigue de cerca el Decreto recién emitido por el Presidente Nicolás Maduro, cuyo objetivo es establecer “un nuevo territorio marítimo de Venezuela denominado ‘Territorio para el desarrollo de la Fachada Atlántica’”, que abarca las aguas territoriales de Guyana, la Zona Económica Exclusiva y la plataforma continental; así como su territorio terrestre al oeste del Río Esequibo. Guyana ha condenado enérgicamente este Decreto de Venezuela como una flagrante violación de su soberanía y derechos soberanos; y de las normas fundamentales del derecho internacional.

El Gobierno de Guyana insiste en la liberación inmediata de los tripulantes y las embarcaciones. Exhorta además al Gobierno de Venezuela y a sus agentes a comportarse en una forma consecuente con el derecho internacional y las relaciones de buena vecindad. 

Se mantendrá informada a la comunidad internacional de todas las acciones llevadas a cabo por Venezuela para socavar la soberanía y la integridad territorial de Guyana.
