Foreign Minister Participates in 3rd Special Meeting of CARIFORUM Council of Ministers

The Honourable Hugh Todd, M.P., Minister of Foreign Affairs and International Cooperation today participated in the 3rd Special Meeting of the CARIFORUM Council of Ministers, held virtually.

Today’s meeting served to update the Ministers on the ongoing Post-Cotonou Negotiations between the Organization of the African Caribbean and Pacific States (OACPS) and the European Union and to prepare for upcoming meetings of the OACPS Ministerial Central Negotiating Group (CNG) and OACPS-EU Chief Negotiators.

The Cotonou Partnership Agreement between the ACP and EU was signed in 2000 and expired in March 2020. Formal negotiations for a successor arrangement were launched in September 2018 and are still ongoing. This Agreement provides the basis for cooperation and donor support with the EU at the bilateral and multilateral levels. The EU is the largest provider of concessional development funds and assistance to Guyana.
