Cuba maintains zero-tolerance policy towards human trafficking

New York, 22 November 2021. The Minister of Justice of the Republic of Cuba, Oscar Silvera Martínez, delivered today a pre-recorded statement at the high-level meeting of the General Assembly on the appraisal of the United Nations Global Plan of Action to Combat Trafficking in Persons. In his remarks, he reaffirmed that his country, as a State Party to the United Nations Convention on Transnational Organized Crime and its Protocol to Prevent, Suppress and Punish Trafficking in Persons, is firmly committed to preventing and combating this crime.

In this scenario, he condemned the unjustified and discriminatory inclusion of Cuba, for entirely political reasons, in the Trafficking in Persons Report issued unilaterally by the US State Department.

He pointed out that it is unacceptable that, without any basis whatsoever, the United States accuses Cuba of encouraging human trafficking or the practice of slavery. He also explained that the objective of such action by the US administration is aimed at denigrating the meritorious work of hundreds of thousands of Cuban health professionals and technicians, who for decades and with a spirit of solidarity and humanism have voluntarily provided their assistance in dozens of countries, including most recently in the fight against the COVID-19 pandemic.

The politicization of the issue does nothing to contribute to greater and better international cooperation in this area, concluded Silvera Martínez.

In Cuba, human trafficking has little expression. A zero tolerance policy has been implemented in the country, based on the pillars of prevention, confrontation and protection of victims.

Under Cuba’s firm commitment to the fight against this scourge, a national report on the situation of human trafficking in the country has been published since 2013. In 2017, the island received the Special Rapporteur of the Human Rights Council on trafficking in persons, especially women and children, who confirmed the high priority given by the Cuban State and Government to combat this crime.
