The revised Regional Action Plan on Women and Peace and Security, appreciated by the ICGLR Heads of State

During the High Level Meeting of the Follow-up Mechanism held in Kinshasa in february 24, 2022, the revised Regional Action Plan on Women and Peace and Security was appreciated by the Heads of State of the ICGLR. The activities contained in the Action Plan were greatly appreciated.

The Heads of State and Government welcome the revised Regional Action Plan on Women and Peace and Security, approved in november 2021 by the Gender Ministers of ICGLR Member States.

 In the Action Plan, the Heads of State and Government adopted in november 24, 2004 the Declaration on Peace, Security, Democracy and Development (Declaration of Dar-Es-Salaam) and signed in june 2006 ( amended in 2012) and the Pact on Security, Stability and Development in the Great Lakes Region under the auspices of the United Nations and the African Union. These two instruments address certain aspects of statelessness, in this case the Declaration of Dar – Es – Salaam in which the States undertake to “adopt a common regional approach with a view to the ratification and implementation of the on statelessness, harmonize relevant national legislation and standards and provide refugees and displaced persons with identity documents that allow them to access basic services and enjoy their rights”.

It should be noted that the Declaration on Peace and Security, Democracy and Development crowned by the entry into force of the Pact on Stability and Development in june 2008 is a historic instrument and an important step in the fight against statelessness in the Great Lakes region.

The Heads of State and Government also welcomed the resolution aimed at prioritizing transformative measures, including ensuring equal rights for women and promoting parity in politics and peace processes by 2023 through the rapid implementation of the ICGLR Regional Action Plan and National Action Plans.
